This property is riparian <br />to Lake Owasso (62-56P) and subject to the Floodplain and Shoreland Regulations of the City of <br />Roseville. Therefore, the DNR has following comments to offer concerning this proposal: <br />The City of Roseville Shoreland Management Ordinance, Section 18.075.1 states that a <br />variance is required for non-conforming lots of record that do not have 70% of the standard <br />lot water frontage requirement. The lot width requirement of riparian lots on Lake Owasso <br />is 100' and the lot width of the Youngquist property is approximately 40'. Therefore, a <br />variance must be required for this proposal. <br />2. Section 18.065 of the Roseville Shoreland Ordinance requires variances to be issued in <br />accordance with Minnesota Statutes Chapter 462. The Ordinance further states that <br />conditions may be imposed by the City Council to protect adjacent properties and the public <br />interest. <br />3. We recommend that one of the conditions that is listed in Section 18.072.2 of the Roseville <br />Shoreland Management Ordinance be required for the Youngquist Proposal. The <br />Youngquists should be required to preserve the trees on the lot. In addition, additional <br />natural vegetation should be planted near Lake Owasso. <br />4. We have concerns that the proposal will exceed the 25% impervious cover that is required <br />in Section 18.095.2 of the City of Roseville Shoreland Management Ordinance. We <br />recommend that the Youngquists and the City of Roseville attempt to reduce the amount <br />of impervious surface that is located on the property. It maybe possible to consider using <br />non-impervious surfaces for portions of the driveway and the sidewalk.
