MN Enviromnental Quality Board -Sets broad water management policy. <br />Legislative Commission on Minnesota's Resources -Provides grants for environmental protection and <br />education. <br />University of Minnesota -Research and education. <br />Water Resources Center -The water resources extension arm of the University. <br />Sub-State Agencies <br />Metropolitan Council -Broad land use policy, lake monitoring. <br />Metropolitan Mosquito Control District -Controls mosquito populations by treating wetlands. <br />* Grass Lake Watershed Management Organization -Manages water resources in the grass Lake watershed <br />(including Lake Owasso), implements watershed improvements. Organized through a joint powers agreement <br />between Roseville and Shoreview. <br />Local Agencies <br />Ramsey County Public Works -Planning, management and monitoring to improve the quality of County <br />lakes. Annual lake monitoring. Assists local and county parks. Coordinates weed control at or near public <br />access sites. <br />* Cities (Roseville & Shoreview) -Land use control, zoning authorities. Water management through <br />GL WMO. <br />Private & Nonprofit <br />* Consultants & Venders -Planning, management, treatment services. <br />Foundations & Interest Groups -Funding, advocacy, conservation, preservation, education. <br />* Users -Anglers, boaters, birders, swimmers. <br />* Lakeshore & Riparian Residents -Vested interest in the condition of Lake Owasso. <br />* Lake Owasso Association -Coordinates annual weed control activities, Lakewatch and other social and <br />environmental activities. <br />The Executive Committee of the Lake Owasso Association is concerned about defining lake management roles and <br />responsibilities so there is a clear understand among all parties. Some of these concerns stem from changes in the <br />management and funding -for example, the discontinuation of lake level pumping and the County's cost-sharing <br />program for weed control. A discussion of these roles and responsibilities will appear in the management section of <br />this plan where roles and responsibilities as applied to specific management recommendations will be included. <br />LAKE OWASSO ASSOCIATION CONCERNS <br />Lake Owasso Association Survey <br />A survey was mailed to 275 Lake Owasso residents plus others living near the lake as well as on Lake Wabasso. <br />The survey was designed to get an overview of values and concerns rather than be evaluated statistically. Thus, it is <br />useful to set die stage for evaluating the management needs for Lake Owasso. <br />
