a. Financing <br />The main management activities of the Lake Owasso Association have been associated with nuisance aquatic plant <br />control. Ramsey County had provided funding to support these activities in many lakes, but that program has been <br />discontinued. At this time, practically all aquatic plant control in Lake Owasso is coordinated tlu•ough the Lake <br />Owasso Association. Most lake associations and individual Lakeshore owners may control aquatic nuisances <br />adjacent to private areas of the shoreline (within permitting guidelines). The Lake Owasso Association chooses to <br />also treat some public areas of Lake Owasso -those areas away from the shore - to enhance recreational activities. <br />The Cities of Roseville and Shoreview, mainly through the Gass Lake Watershed Management Organization, have <br />conducted studies and implemented watershed management projects. The concerns of the GLWMO include <br />watershed management and water quality of lakes in the watershed. It may be appropriate for the GLWMO to <br />initiate and fund sediment control and dredging projects, to the extent these activities can be justified as discussed in <br />section `e' above. <br />a. Monitoring & evaluation <br />Sufficient monitoring and evaluation is occurring or is expected to occur to support the management in this plan. <br />Ramsey County Public Works has collected lake water quality data for many years and will be conducting annual <br />aquatic plant surveys. The GLWMO has periodically evaluated watershed activities to guide the implementation of <br />stormwater management activities. The most significant new monitoring and evaluation proposed in this plan is the <br />implementation of a lake use study for Lake Owasso. <br />Watershed management /stormwater management <br />The GLWMO has the responsibility for managing watershed activities, including stormwater management. It <br />appears the GLWMO has not been very visible to the Lake Owasso Association. However, several major watershed <br />protection projects as well as a demonstrable improving trend in lake quality indicates the Lake Owasso watershed <br />management concerns are in hand. <br />
