TO: Dr. John Thein, Superintendent of Schools, Roseville ISD 623
Dr. Jan Witthuhn, Superintendent of Schools, Mounds View ISD 621
Mr. Paul Kirkwold, Ramsey County Administrator (cc: Tim Mayasich)
Ms Kate brewery, Rice Creek Watershed District
Grass Lake Watershed District (c/o Karl {eel, City of Roseville)
Capitol Regions Watershed District, Tom Peterson
Ramsey County Library, 2180 Hamline Ave., Roseville
Re: City of Roseville Comprehensive Plan 1999 Submission to Metropolitan Council
Date: May 19, 2000
The City of Roseville has updated its Comprehensive Plan annually and submits a copy to the Metropolitan
Council for review. No changes to the Plan's goals, policies and policy plans have been made. When
changes have been proposed in the past, Roseville staff have met with you, or your staff to explain. A CD
copy of the Plan is attached for your files. The Plan has its own "search engine" to help you find relevant
sections.
As you know, the City did completely update its Comprehensive Plan in September of 1994. A copy of
that document was sent to your community for review and comment. Since that date the City has made a
commitment to keep the Plan current in two ways: first, during the year, hearings and decisions are made
on each project which may require changes in Comprehensive Plan designations; second, the City annually
holds hearings in November and December seeking public input regarding the Plan. In January, the
Plannli:g l.Vlilmt$Jlon Gild Ciiy Cuurtcil annuall'y' adopt ail afirrr;atton re~0iution Of the Challge5 frunl tile,
previous year and include them in the official document and change the official maps.
A history of these affirmed changes is included in the Comprehensive Plan Amendments Chart at the front
of Book 1. Like most communities, when Roseville adopted its 1994 Plan, it set forth a series of
implementation strategies for the coming years, now located in Book 2.
Formal Metropolitan Council staff review of the Roseville plan was done last on December 14, 1998 for
the 1998 Plan. Forecasts of year 2020 population, housing ,employment, TAZs, sanitary sewer projections
and an interim strategy for surface water management were requested.
This year the City of Roseville will submit two volumes and several copies by CD to the Metropolitan
Council. The CD version costs less than $2.00 to reproduce, while the paper copies are estimated to cost
over $500.00 in time and materials.
If you have questions regarding the submissions, please feel free to contact me.
Sincerely, ®~
Dennis P.
