The Ramsey County P.U.D. is located in the northeast quarter of <br />the southeast quarter of Section 36, Township 30 North, Range 23 West in Ramsey County. I apologize <br />for the untimeliness of the response to this project However, it appears that the County and City have <br />drawn heavily upon the P.U.D. standards contained within the City of Shoreview Shoreland Ordinance and <br />designed a superior development. Thus, the DNR has no major concerns for the Ramsey County P.U.D. <br />We have the following general comments on the Ramsey County P.U.D: <br />1. While the County is aware that Lake Owasso (62-56P) is a DNR Protected Water, steps should <br />be taken to ensure that future administrators of this complex know that Lake Owasso is a DNR <br />Protected Water. The administrators should be told that anything that occurs below the Ordinary <br />High Water (OHW) level of 887.10' (1912 Datum) is under the jurisdiction of the DNR and may <br />require a DNR P ermit. In addition, we wish to mention that the creation of the waterway from the <br />sediment pond to Lake Owasso will require a DNR Permit if the thalweg of the stream at the point <br />where it meets Lake Owasso is below the OHW. <br />2. The proposed Ramsey County P.U.D. administration building is located close to the sediment <br />pond. The lowest level of the building should be constructed well above the 100-year flood <br />elevation of the sediment pond in accordance with the floodpiain regulations of the City of <br />Shoreview and the Grass Lake WMO. We are also assuming that all the structures in the Ramsey <br />County P.U.D. will be constructed well. above the 100-year flood elevation of Lake Owasso. <br />3. The Ramsey County P.U.D. is located well within the 1000' shoreland district of Lake Owasso, <br />a General Development lake. We wish to commend the City of Shoreview and Ramsey County <br />for designing a development that requires no variances from the City Shoreland Ordinance and that <br />appears to have been designed in accordance with the P.U.D. portion of the Shoreland Ordinance. <br />We particularly wish to commend the City and County on the preservation of the majority of the <br />wooded areas adjacent to the shoreline ofLake Owasso; the large setback of all the buildings from <br />the OHW of Lake Owasso; the large amount of open space in the development; and, the use of a <br />grassed waterway to convey stormwater from sediment pond to Lake Owasso. <br />4. A DNR Appropriation Permit is required for construction dewatering in excess of 10,000 gallons <br />per day, or one million gallons per year.
