BWSR Meeting Minutes August 23, 2000 Page Two ** 00-69 Minnesota River Basin Water Quality Improvement Projects -Ron Harnack stated that in January 2000, the Board approved the LCMR Minnesota River Basin Water Quality Improvement Projects. Two projects funded have been canceied. The request is to approve the reallocation of these funds to the Scott SWCD for three project applications that are ready for fall construction starts. Moved by Dwain Otte, seconded by Jerome Deal, to approve the Minnesota River Basin Water Quality Improvement Projects. Motion passed on a voice vote. Biennial Budget -Ron Harnack reported that the Governor intends to deliver a leaner budget for the biennium. Ron stated that this is a unique process; most of the money is committed by previous years' allocations. There will be limited spending to the 5%-6% inflationary adjustment. The Administration requests that each agency have a 2'/~% reduction, including all programs if they want to be in a "challenge pool" of funds. Agencies must submit their first draft, as well as initiatives, by September 15. No new applications will be accepted until the 2'/2% reductions are in place. Ron stated that we will look at our agency's core mission, activities that are least related to the Governor's big plan, and processes that create efficiencies. Ron suggested that the BWSR's Administrative Advisory Committee meet to discuss the implications of the biennial budget. Ron stated that a conference call will be held on September 8 at 1:00 p.m. with staff to discuss this issue. The Administrative Advisory Committee will be included in that conference call. Discussion followed. Ron stated that information will be sent out to the Board members to keep them informed.
