BWSR Meeting Minutes <br />August 23, 2000 <br />Page Two <br />** <br />00-69 <br />Minnesota River Basin Water Quality Improvement Projects -Ron Harnack stated <br />that in January 2000, the Board approved the LCMR Minnesota River Basin Water <br />Quality Improvement Projects. Two projects funded have been canceied. The request <br />is to approve the reallocation of these funds to the Scott SWCD for three project <br />applications that are ready for fall construction starts. Moved by Dwain Otte, seconded <br />by Jerome Deal, to approve the Minnesota River Basin Water Quality Improvement <br />Projects. Motion passed on a voice vote. <br />Biennial Budget -Ron Harnack reported that the Governor intends to deliver a leaner <br />budget for the biennium. Ron stated that this is a unique process; most of the money is <br />committed by previous years' allocations. There will be limited spending to the 5%-6% <br />inflationary adjustment. The Administration requests that each agency have a 2'/~% <br />reduction, including all programs if they want to be in a "challenge pool" of funds. <br />Agencies must submit their first draft, as well as initiatives, by September 15. No new <br />applications will be accepted until the 2'/2% reductions are in place. Ron stated that we <br />will look at our agency's core mission, activities that are least related to the Governor's <br />big plan, and processes that create efficiencies. Ron suggested that the BWSR's <br />Administrative Advisory Committee meet to discuss the implications of the biennial <br />budget. Ron stated that a conference call will be held on September 8 at 1:00 p.m. with <br />staff to discuss this issue. The Administrative Advisory Committee will be included in <br />that conference call. Discussion followed.
