September 28, 2000 <br />Terry Schwerm, City Manager <br />City of Shoreview <br />4600 Victoria Street North <br />Shoreview, Minnesota 55126 <br />RE: ENVIRONMENTAL CONCERNS -- CP RAIL/COBRA/CARTIGAN JUCTION <br />SITE <br />Dear Mr. Schwerm: <br />The Grass Lake Watershed Management Organization (GLWMO) operates as a joint powers <br />organization to manage water resources in a portion of the Cities of Shoreview and Roseville. <br />Major water bodies within the GLWMO include Lake Owasso, Lake Wabasso, Snail Lake <br />and Grass Lake. <br />The GLWMO Board is aware of the recent use of the old Cardigan Junction site for the <br />storage and transfer of large containers. It has been reported that this new use has resulted in <br />significant erosion which may impact existing wetlands that surround the site. The Board is <br />also concerned about the potential discharge of pollutants to surrounding waters -- especially <br />Grass Lake and Vadnais Lake. <br />The Board understands the ongoing controversy regarding land use control. Regardless of <br />jurisdiction, it is important that the use of this property not degrade water resources.
