Since the GLWMO plan delegates most of the surface water management responsibility to the local governments, Council <br />staff has a concern that all member communities be required to complete a local water plan within two years of watershed <br />plan adoption. The requirements in the GLWMO plan eliminate the possibility. of Roseville and Shoreview adopting the <br />GLWMO plan by reference. Local water plans need to be submitted to the Metropolitan Council as a comprehensive plan <br />amendment at the same time they are submitted to the watershed organization to review. <br />General Commends <br />The GLWMO plan defers a lot of the detail and responsibility for surface water management to the member communities. <br />While this is generally allowed by Minnesota Rules Chapter 8410, adopting this philosophy makes it imperative that <br />member communities meet all the requirements when completing their local water plans. This puts the onus on the <br />GLWMO to ensure that all local water plans are complete and that all the local water' plans are consistent with state <br />regulations and the GLWMO policies and standards. <br />The plan uses the work encourages a lot as well. The plan would be a lot stronger if the word requires could be used in <br />place of encourages. <br />The GLWMO currently has a technical advisory committee (TAC) made up of local staff. The GLWMO should consider <br />expanding the TAC to include regional and state technical staff. Periodic meetings of the TAC could be used to advise <br />the GLWMO on developing issues, legislative change that may impact the GLWMO, new mandates, and types of projects <br />and/or monitoring efforts the agencies are working on in the GLWMO. <br />METROPOLITAN AND LOCAL PLAN COMPATIBILITY <br />Consistency with Metropolitan System Plans <br />• Transportation (Ann Braden) <br />This plan has no impact on the transportation system. <br />• Airports (Chauncey Case) <br />This plan has no impact on the Metropolitan Aviation system. <br />• Sewers (Donald Bluhm) <br />The plan is consistent with the sewer system policy plan and has no impact on the Metropolitan Disposal System. <br />Parks (Arne Stefferud) <br />This plan is consistent with the Metropolitan Council's Regional Park Policy Plan. <br />Consistency with Other Guide Chapters <br />• Metropolitan Development and Investment Framework (Sandra Pinel) <br />
