Since the GLWMO plan delegates most of the surface water management responsibility to the local governments, Council
staff has a concern that all member communities be required to complete a local water plan within two years of watershed
plan adoption. The requirements in the GLWMO plan eliminate the possibility. of Roseville and Shoreview adopting the
GLWMO plan by reference. Local water plans need to be submitted to the Metropolitan Council as a comprehensive plan
amendment at the same time they are submitted to the watershed organization to review.
General Commends
The GLWMO plan defers a lot of the detail and responsibility for surface water management to the member communities.
While this is generally allowed by Minnesota Rules Chapter 8410, adopting this philosophy makes it imperative that
member communities meet all the requirements when completing their local water plans. This puts the onus on the
GLWMO to ensure that all local water plans are complete and that all the local water' plans are consistent with state
regulations and the GLWMO policies and standards.
The plan uses the work encourages a lot as well. The plan would be a lot stronger if the word requires could be used in
place of encourages.
The GLWMO currently has a technical advisory committee (TAC) made up of local staff. The GLWMO should consider
expanding the TAC to include regional and state technical staff. Periodic meetings of the TAC could be used to advise
the GLWMO on developing issues, legislative change that may impact the GLWMO, new mandates, and types of projects
and/or monitoring efforts the agencies are working on in the GLWMO.
METROPOLITAN AND LOCAL PLAN COMPATIBILITY
Consistency with Metropolitan System Plans
• Transportation (Ann Braden)
This plan has no impact on the transportation system.
• Airports (Chauncey Case)
This plan has no impact on the Metropolitan Aviation system.
• Sewers (Donald Bluhm)
The plan is consistent with the sewer system policy plan and has no impact on the Metropolitan Disposal System.
Parks (Arne Stefferud)
This plan is consistent with the Metropolitan Council's Regional Park Policy Plan.
Consistency with Other Guide Chapters
• Metropolitan Development and Investment Framework (Sandra Pinel)
