CIP Maintenance/Repairs 2001
The Board was informed of a new repair problem that occurred last week. A sinkhole has developed
above the District's outlet pipe to Suburban Pond due to joint separation. Brad has obtained a bid from
the contractor as follows: $9600 for dewatering, pulling back the pipe, pouring a concrete collar, and
restoration of the whole area. The first $2500 would cover the dewatering so the pipe can first be
inspected before they proceed with the anticipated repairs. The additional costs will be paid from the
project maintenance fund.
Beltline Outlet Structure Improvements
Cliff reported that DNR is willing to grant an easement to the District at no cost if we will include in our
project the capping of a cast iron pipe that exists in our construction area. It used to feed water to the
DNR's Fisheries Building. He noted that the District needs to issue the Notice to Proceed by May 17.
PFS Project
Tracey Galowitz announced that she has responded to Z & H Contractors' bonding company, informing
them that Ban Engineering has determined that there are no monies due the contractor, and an overrun
in costs actually exists.
7. ADMINISTRATORS REPORT
Staff Safetx Procedures and Manual
Cliff reported that preparation of a District safety manual is underway, and the staff's first monthly
training meeting will be held next Monday.
Permit Reviews and the Encouragement to Provide Infiltration Areas
Staff recommended that the District. adopt a policy to require grading permit applicants to demonstrate
that they have attempted to incorporate infiltration areas into their design plans. Staff have been
encouraging applicants to incorporate infiltration where appropriate. Jack Frost suggested that this
policy be incorporated into our next Watershed Management Plan revision. Cliff stated that this policy
would primarily affect redevelopment, commercial, and industrial sites. It was suggested that staff
identify what has been shown to be feasible and develop criteria for when these systems would be
effective.
Small Grant Request from Battle Creek Elementary School
The 2001 education budget includes a small school grant fund to encourage teachers to implement
watershed education within their curriculum. A $1,755 request has been submitted to assist the Battle
Creek Elementary School with the implementation of a curriculum-wide program focusing on the Battle
Creek watershed.
Motion: Paul Ellefson moved, Bob Johnson seconded, to approve the small grant request submitted by
Battle Creek Elementary School.
