UCEIVED JU,V 1 1 200 <br />MINNESOTA POLLUTION CONTROL AGENCY <br />PUBLIC NOTICE OF PUBLIC MEETING <br />AIR EMISSION FACILITY PERMIT FOR <br />METROPOLITAN COUNCIL -ENVIRONMENTAL SERVICES (MCES) <br />NOTICE IS HEREBY GIVEN, that the Commissioner of the Minnesota Pollution Control <br />Agency (MPCA) has elected to hold a public information meeting relative to the preliminary <br />determination that Air Emission Permit No. 12300053- 002 should be issued to Metropolitan <br />Council -Environmental Services (MCES), Mears Park Centre, 230 East Fifth Street, St. Paul, <br />Ramsey County, Minnesota for their wastewater treatment facility located at 2400 Childs Road, <br />St. Paul, Ramsey County, Minnesota. The amendment is to the facility's Title V permit issued <br />on March 13, 2001, expiring on March 13, 2006. <br />A public information meeting has been scheduled for 7:00 p.m. on Tuesday, July 10, 2001. The <br />meeting will be held at the Minnesota Pollution Control Agency, Board Room (Lower Level), <br />520 Lafayette Road North, St. Paul, Minnesota. <br />The purpose of the public meeting is to provide information about the proposed permit <br />amendment. This permit amendment authorizes construction of a new solids processing facility <br />composed of tlu•ee fluidized bed sewage sludge incinerators and an alkaline stabilization system, <br />with ancillary equipment. The new solids processing facility will replace the multiple hearth <br />incinerators and associated equipment. Incineration will serve as the primary method for <br />processing the solids. Alkaline stabilization will be used as needed during periods when an <br />incinerator is shut down for maintenance and when the plant reaches periods of peak loading. <br />The amendment also authorizes installation of two replacement auxiliary boilers and an <br />additional emergency back-up diesel-driven electric generator. <br />A draft permit and fact sheet will be available on June 14, 2001. A copy of the draft permit <br />and/or fact sheet will be mailed to any interested person upon the MPCA's receipt of a written <br />request. Contact: Peter Torkelson, Minnesota Pollution Control.
