The <br />state flood recovery team has not yet reconvened, however, discussions are taking <br />place. 31 counties have been declared as flood disaster counties to date:, with several <br />more expected to be added.. WCA continues to pose controversies particularly as it <br />relates to drainage. The biggest issue is the lack of acknowledgement of V!! A in the <br />early stages of drainage projects. This results in conflicts later in the process along with <br />delays and increased costs. The Wetlands Committee will need to meet some time <br />before July, to discuss the WCA rulemaking process, review guiding principles and <br />policies. The Cost-Share Committee will meet before the June meeting to review <br />feedlot and NPEA grant allocations. <br />Dispute Resolution Committee Report -Chair Coe reported. that there are presently <br />three appeals pending. All three appeals involve WCA. One pending appeal regards a <br />matter that was previously heard by the DRC. It involves a replacement plan approval <br />in Murray County that arose from a violation. The appeal has been accepted and apre- <br />hearing conference will be set once the record has been received from the SWGD. <br />Another pending appeal regards an exemption approval by the Lac Qui Parle -Yellow <br />Bank Watershed District involving the federal exemption relating to a county drainage <br />system repair. The appeal has been accepted and apre-hearing conference has not <br />been set since resolution is being pursued. The final pending appeal involves an <br />exemption denial in Eagan. A TEP was recently held and the city needs to complete, <br />further administrative work before this appeal can move forward. For the Board's <br />information, the decision made at the last Board meeting regarding Anoka County Ditch <br />53-62 was appealed to the Court of Appeals. A decision is expected this fall. Ron <br />reported that the Middle St. Croix has also been appealed. The Hugo case authorized <br />their attorney to ask district court to reconsider, the district court turned that down. The <br />Hugo matter is now in mediation and there is optimism that mediation will succeed. <br />Cost-Share/Soil Conservation Committee -Dwain Otte reported that the Cost-Share <br />Committee is awaiting the outcome of the legislative session. <br />Education and Public Relations Committee -Paul Krabbenhoft introduced the 2001 <br />Plan of Work for the Education and Public Relations Committee for Board review. The <br />Committee will seek Board approval of the plan at the June 2001 meeting. Comments <br />on the plan should be submitted to Ron Struss, BWSR Metro Region, 651-215-1950. <br />Administrative Advisory Committee -Chair Coe reported that the Administrative <br />Advisory Committee wi11 meet after the Board meeting today. <br />
