CIP Maintenance/Repairs 2001 <br />Motion: Roger Lake moved, Bob Johnson seconded, to approve Change Order #3 to the CIP <br />Maintenance/Repairs 2001 Project, which represents a $7,524.10 increase in the contract price to include <br />removal of debris piles, Suburban Pond Inlet Pipeline Repair, and Beaver Lake trash rack removal. <br />Motion carried. <br />Tanners Lake Flood Protection <br />Next month, Brad will provide some new information on a relatively new type of flood protection <br />system. Cliff also stated that he expects a meeting to be scheduled soon regarding MnDOT's plans for <br />frontage road reconstruction, which affects all the commercial properties along that end of Tanners <br />Lake. The District will then be able to address the large amount of impervious surface in that area. <br />Project 2 -Oakdale Area Im~~ovements [aka Battle Creek Lake Area Water Management Project] <br />Rob reported on the May 31 onsite meeting that was held with representatives from Washington SWCD <br />and the US Corps of Engineers (USCOE). A sedge plant community has developed in an area that in <br />drier years appeared to be a reed canary grass field which was mowed regularly by the Apostolic Bible <br />Institute. Staff are awaiting written responses from both agencies, and two separate sets of <br />recommendations were requested since one of the two wetlands on the site is in a degraded condition. <br />Brad remarked that a 1 to 1 mitigation requirement would still make the upstream ponding work <br />feasible, but if 2 to 1 mitigation is required., it may not be economically feasible. Once the written <br />opinions are received, staff may inquire into the use of wetland banking credits through the state. <br />WaterFest 2001 <br />Louise Watson summarized some information from the May 19 event, noting a dramatic cost savings <br />due to the first-year learning curve: <br />Total Cost • District Funding Funds Raised <br />2000 $35,500 $31,500 $4,000 <br />2001 $21,000 $12,000 $9,000 <br />Long-term benefits received.: <br />® Improved base of media contacts. <br />e Community leaders have taken ownership of new stewardship issues within the District. <br />® The collaboration with 3M Environmental Operations in particular has provided an opportunity to <br />develop a stewardship program for the Battle Creek subwatershed. <br />® The District will contribute to the teacher curriculum training efforts that are being planned around <br />the Audubon Ark's Mississippi River-related events this summer. <br />Next month, Louise will make a formal presentation on her evaluation of WaterFest 2001, at which time <br />a decision must be reached on what to do next year. Louise recommended formalizing partnerships with <br />cities if future events are held. Cliff agreed that a strong city collaboration would be essential to future <br />events, and suggested Lake Phalen as an ideal location because of the high usage of the city park there <br />and its convenient location. If the City of St. Paul were to collaborate with the District, they could fulfill <br />the educational requirement for NPDES compliance. Since there is an educational element to any <br />Phase 2 NPDES permit application, other cities in the District may be interested in doing the same type <br />of collaboration in the future. <br />7. ADMINISTRATORS REPORT <br />July Meeting Date <br />Since the next regularly scheduled meeting falls on the July 4th holiday, the next Board meeting was <br />rescheduled for Wednesday, July 11, 2001, at 7:30 p.m. <br />Secretary Hiring <br />Shelly Melser was introduced to everyone as the new secretary who joined the staff on May 21st. <br />Page 4 June 6, 2001 RWMWD Minutes <br />
