RECEIVED J"! ~~I' 7 2C01 <br />Mr. Tom Petersen <br />Ramsey Soil and Water Conservation District <br />Minnesota Dairy Center Buildiii <br />2015 Rice Street <br />Roseville, MN 55113-6814 <br />RE: General Permit #2001-6111, Shoreline and Streambank Stabilization, Ramsey County <br />Dear Mr. Petersen: <br />Enclosed is General Permit #2001-6111, which authorizes shoreline owners in Ramsey County to perform <br />streambank and shoreline stabilization with riprap and/or bioengineering techniques. <br />The intent of this General Permit is to simplify permitting processing for the stabilization projects that are <br />designedby the Ramsey Soil and Water Conservation District (SWCD) and to minimize the necessarypaper <br />work for a prof ect. If a proposed prof ect meets the conditions in General Permit #2001-6111 and the project <br />has been. designed by the Ramsey Soil and Water Conservation District, the applicant will not be required <br />to obtain a separate individual permit from the DNR. However, projects that exceed the conditions in <br />General Permit #2001-6I 11 will continue to require an individual DNR permit. The Ramsey SWCD may <br />begin implementing General Permit #2001-6111 immediately. <br />Please note the following Special Provisions that have been included in General Permit #2001-611 l: <br />Special Provision 1 requires that the DNR Area Hydrologist, local unit of government and the watershed <br />district/water management organization. be notified at least 10 days prior to project commencement. <br />Special Provision 2. Note that this permit is not valid and not necessary within those Watershed Districts, <br />Water Management Organizations or Cities that obtain a similar General Permit. The reason is that these <br />governmental units may adopt regulations or permit requirements that are more restrictive than this permit. <br />As of this date, no other similar general permits exist in Ramsey County. <br />Special Provision 3 requires review of specific projects done under this permit, and the conditions and <br />provisions of this permit. The review is to be conducted by the DNR and Ramsey SWCD annually by <br />February 1. <br />Special Provisions 6 and 7 require a separate Aquatic Plant l!Ianagement Permit for each installation <br />involving destruction and/or installation of non-woody aquatic plants. <br />Special Provision 12 notes exclusion dates for projects due to fish spawning and movement. No work shall <br />take place during these dates unless written approval has been received from the DNR Area Fisheries <br />Manager.
