In order to qualify for <br />this program, local road authorities must submit project-specific reports containing <br />details ofproject-specific wetland impacts to the board, the technical evaluation <br />panel, the commissioner of natural resources, and members of the public requesting <br />a copy at least 30 days prior to construction.
