Metro Watershed District <br />Minutes of Regular Board Meeting <br />September 5, 2001 <br />The Regular Meeting of September 5, 2001 was held at the Maplewood City Hall, Maplewood Room, <br />1830 East County Road B, Maplewood, Minnesota, at 7:30 p.m. <br />PRESENT: <br />Roger Lake, President <br />Paul Ellefson, Vice President <br />Pam Skinner, Manager <br />Jack Frost, Treasurer <br />Bob Johnson, Secretary <br />ALSO PRESENT: <br />Cliff Aichinger, District Administrator <br />Tracey Galowitz, Attorney <br />Fred Rozumalski, Barr Engineering <br />Louise Watson, Planning & Education Coord <br />Julie Vigness-Pint, Natural Resources Technician <br />Carole Pastorius, District Admin Secretary <br />Brad Lindaman, Barr Engineering <br />Karl Hammers, District Technician <br />Rob Langer, Senior District Technician <br />1. CALL TO ORDER <br />The meeting was called to order by President Lake at 7:30 p.m. <br />2. APPROVAL OF MINUTES <br />Motion: Moved by Bob Johnson, seconded by Roger Lake, to approve the minutes of August 1, 2001. <br />The motion carried. <br />3. APPROVAL OF AGENDA <br />No changes were made to the agenda as presented. <br />4. PERMIT APPLICATIONS <br />Permit 01-34: Villa Piazzre -Woodbury <br />The applicant. has also requested that a small wetland in the center of the site be exempted as an <br />incidentally created wetland. <br />Motion: Bob Johnson moved, seconded by Paul Ellefson, to approve Permit #O1-34 and the associated <br />WCA exemption. Motion carried. <br />Permit 01-36; Afton Ridge -Maplewood <br />The applicant has requested a variance from Special Provision 2, since the two-feet-aver-low-floor- <br />elevation requirement is based on the pond immediately south of the site. Staff presented for <br />consideration a new Special Provision. 11, which requires the construction of a berm between the <br />southerly pond and the site in order to direct drainage easterly to Johnson Pond. The drainage pattern, as <br />set forth in the District Watershed Management Plan, would be short-circuited without the berm <br />requirement. <br />Motion: Roger Lake moved, Bob Johnson seconded, to approve Permit #01-36 to include Special <br />Provision 1 and Special Provisions 3 through 11 inclusive, and to omit Special Provision 2 in response <br />to the variance request. Motion carried. <br /> <br />
