PROJECT STATUS REPORTS <br />CIB Maintenance/Repairs 2001 <br />Motion: Roger Lake moved, Bob Johnson seconded, to approve Change Order #4 to the CIP <br />Maintenance/Repairs 2001 Project, which represents a $12,750 increase in the contract price to remove <br />debris from Gervais Mill Pond, repair McKnight Basin Outlet, and include County Road B2 Outlet <br />Channel Restoration and Bridge Re-setting. Motion carried. <br />Blacktern Pond Outlet: Brad Lindaman reported that Frattalone has delayed construction at this site <br />until spring (per Permit #O1-30). However, he is still willing to install the District's pipe this fall in <br />order to route flows towards the Owasso Basin system. <br />County Road B2 Drainage Improvements <br />Motion: Roger Lake moved, Bob Johnson seconded, to approve Change Order #5 to the South Gervais <br />Area Drainage Improvements Project, which represents a $5,405 increase in the contract price due to <br />increased regrading and revegetation costs. Motion carried. <br />ABI Project -Oakdale Area Improvements <br />Cliff reported that the Apostolic Bible Institute approved the District's revised conceptual design, which <br />will now involve only the lower basin project. As discussed in earlier Project Status Reports, the Army <br />Corps of Engineers has determined that the northerly wetland was of higher quality and therefore <br />required mitigation for any disturbance in that wetland. The southerly wetland was found to be of low <br />quality, and a treatment pond could be constructed with little or no mitigation needed. Still to be <br />resolved is the issue of easement cost due to the savings that will result from on-site disposal of <br />excavated materials. <br />Beaver Lake SLMP <br />A meeting was held earlier today to discuss the findings of the Beaver Lake Technical Memorandum, <br />which had been forwarded to Ramsey County, MnDNR, and the cities of St. Paul and Maplewood. The <br />findings and appropriate management actions were discussed, and everyone agreed that the water quality <br />of the lake can't be dramatically improved. However, the Secchi disk reading of one meter is so close to <br />the critical point, that there is concern. about a decline in the fish population. The group is considering <br />in-lake treatments of alum and lime to inhibit the re-suspension of phosphorus in the lake. <br />Willow Creek Drainage Improvements <br />Due to current fiscal year budget constraints, MnDOT has rejected the District's request that the state <br />pay for a new 48" pipe under Highway 61. Discussion was held on interim solutions that would require <br />a minimum of District investment in order to alleviate the immediate erosion concerns until such time as <br />the state can pay for the replacement. Brad estimated these interim repairs at $50,000. The Board <br />authorized staff to pursue options to stabilize the eroded area on the east side of Hwy 61. Cliff stated <br />that funds have already been levied for the project and are available: <br />7. ADMINISTRATORS REPORT <br />City of Maplewood Well Sealing Request for the Frost-En lig sh Open Space Site <br />The Board considered the City of Maplewood's request that the District provide an $8,000 grant to <br />offset their cost to seal this major abandoned well. Well sealing cost-share grants paid to other cities <br />within the District were considered, as itemized by staff. <br />Motion: Paul Ellefson moved, Jack Frost seconded, to authorize a payment of $6,000 to the City of <br />Maplewood from the Well Sealing Grant Program fund to offset the city's costs of locating, drilling, <br />excavating, and sealing the old railroad well located at the corner of Frost and English Streets.
