BWSR Meeting Minutes <br />September 26, 2001 <br />Page Two <br />Chair Coe called the meeting to order at 9:00 a.m. <br />** Adopt Agenda -Moved by Char Kahler, seconded by Jerome Deal, to adopt the <br />01-63 agenda as presented. Motion passed on a voice vote. <br />** Minutes of August 23, 2001 -Moved by Sharon Clark, seconded by Jerome Deal, to <br />o~-sa approve the minutes of August 23, 2001, as circulated. Motion passed on a voice vote. <br />Reports <br />Chair Coe reported that he attended the Governor's CREP Tour on September 6. He <br />thanked board members for attending. Sharon Clark rode on the tour bus with the <br />Governor; she stated that the Governor was very impressed with the tour. Sharon <br />stated that Congressman Kennedy is in support of CREP at the federal level. Sharon <br />stated that Congressman Kennedy will be contacting BWSR. Chair Coe thanked <br />BWSR staff for their efforts in planning. <br />Chair Coe reported that the Administrative Advisory Committee met on September 13. <br />Chair Coe attended the EQB meeting on September 20. EQB approved the Great <br />River Energy's request for a minor route alteration construction permit of a transmission <br />line in Maple Grove. EQB approved the request to locate wind turbines closer to the <br />project boundary than the permit allows for the Chanarambie Power Partners. EQB <br />approved the request to authorize commencement of rulemaking bn proposed wind <br />rules. EQB discussed the Xcel Energy's consideration of a new transmission line from <br />Sioux Falls, South Dakota, to Jackson County, Minnesota. <br />Chair Coe stated that he's pleased to see the country pulling together after the <br />September 11th attack. Chair Coe would like the Board to "Pledge of Allegiance" at <br />each monthly meeting. He stated that it's good to see prayer coming back into the <br />forefront. <br />Executive Director -Doug Thomas stated that Ron Harnack sends his greetings from <br />Italy! Ron and his wife are vacationing in Europe; Ron will be back in the office on <br />October 1St <br />Doug reported that LCMR has begun their process of hearings to set their agenda and <br />priorities for next year's LCMR funding. The LCMR Citizen Advisory Committee (CAC) <br />meeting will be held October 15-16, 2001. Doug reported that Comprehensive Local <br />Water Management Plans and RIM will be on CAC's agenda; as well as ajoint-agency <br />water overview presentation by EQB/WRC. LCMR will be touring next week and <br />meeting with the Flood Damage Reduction Work Group (FLDWG) on ,October 3, in <br />Crookston. Doug reported that the capital bonding process has started.
