Permit 01-42• Cummins North Central Inc -White Bear Lake <br />The applicant will be using a unique stormwater filtration system that can treat atwo-year storm event <br />through an infiltration and underground storage system. This product has been used for the past six <br />years on various types of sports fields. The product provides for rapid infiltration and prevents soil <br />compaction.- <br />Motion: Paul Ellefson moved, Bob Johnson seconded, to approve Permit #O1-42. Motion carried. <br />Permit 01-43; RMIA Clinic -Woodbury <br />Karl Hammers stated that the engineer had to develop an alternative stormwater runoff treatment plan <br />due to a conflict with city requirements. Board members received a revised set of special provisions <br />based on the revised plans, which call for discharge to a detention pond at the south end of the project. <br />Motion: Jack Frost moved, Bob Johnson seconded to approve Permit #O1-43 as amended. Motion <br />carried. <br />Permit 01-44; Pigs Eye Landfill Remediation Project - St. Paul ` <br />Motion: Jack Frost moved, Paul Ellefson seconded, to approve Permit #O1-44. Motion carried. <br />Permit 01-45: MCES Sewer Interceptor Reconstruction - Vadnais Heights <br />Motion: Paul Ellefson moved, Bob Johnson seconded, to approve Permit #01-45. The motion carried <br />with 4 ayes (Lake, Johnson, Skinner, Ellefson) and one abstention (Frost). <br />Productive Day Golf Course Concept Approval -Maplewood <br />Paul Miller presented the conceptual plan and stated that Ramsey County has directed his design group <br />to work closely. with the District in order to address the environmental issues on this 90-acre site.. <br />Wetland types on the site include one Protect category, with the rest falling into the Manage l; <br />Manage 2, and Utilize categories. Buffers are not required for some of these wetland types, and some <br />buffers will exceed the minimum requirement. There are some areas where grading will intrude into the <br />buffer but these areas will be restored. Staff believes that the trade offs on this site are fair. Paul added <br />that fill from excavation will be used on the site, with no importing of fill: <br />Kevin Finley stated that all the Ramsey County golf course superintendents follow state-of-the-art and <br />environmental integrated best management practices. In addition., the county's Keller Lake Golf Course <br />has achieved five of the six requirements to receive Audubon certification. Much of the hand labor will <br />be provided by Ramsey County Corrections Department inmates through the county's Productive Day <br />work program. <br />The City of Maplewood Planning Commission must. also provide conceptual approval before the Parks <br />& Recreation Department can go to the Ramsey County Board of Commissioners on November 20 to <br />request $3.5 million for the project. If the County Board authorizes funding, construction can start in the <br />spring, with completion by early summer 2003. <br />The county is seeking suggestions for an official name for the new golf course, with 100 responses <br />already received. <br />Motion: Roger Lake moved, Paul Ellefson seconded, that the Watershed District grant conceptual <br />approval to the Productive Day Golf Course plan.. Plans and specifications will be submitted at a future <br />date for final District permit review. Motion carried. <br />5. PERMIT PROGRAM PRESENTATION -KARL HAMMERS <br />Karl Hammers, District Technician, gave a presentation on the permit process in accordance with the <br />Watershed Management Plan and the Wetland Conservation Act.
