8. ADMINISTRATORS REPORT <br />Education Assistant Position <br />Cliff announced that Sage Passi has accepted the position, and she will start later this month. <br />9. TREASURERS REPORT AND BILL LIST <br />Motion: Bob Johnson moved, Roger Lake seconded, to approve the Bill List, and also the Supplemental <br />Bill List for October 3, 2001. Motion carried. <br />10. SPECIAL ORDERS <br />Well Sealing Resolution No. 01-10 <br />Motion: Roger Lake moved, Bob Johnson seconded, to adopt Resolution No. 01-10 to approve cost <br />share funding for two well sealing program applications.. Motion carried. <br />2001 WCA Administration Cost-Share Contract <br />Motion: Bob Johnson moved, Jack Frost seconded, to authorize the execution of the Subgrant <br />Agreement between the Watershed District and Ramsey SWCD for Wetland Conservation Act <br />implementation support. Motion carried. <br />Proposed Resolution for Consideration at MAWD Convention <br />The proposed Subwatershed. Taxing Authority resolution was emailed to Board members in advance of <br />tonight's meeting and seeks legislative amendments to MS 103B and 103D to provide watershed <br />districts and WMOs the authority to levy ad valorem taxes against subwatersheds for certain capital <br />improvements. It is believed that their omission from the law was an oversight, and the ability to levy <br />costs for projects that only benefit a subwatershed area would reduce overall costs associated with other <br />existing alternatives, such as administering a water utility fee program or through special assessments. <br />In addition, the implementation of the" Washington County Governance Study, which proposes to merge <br />existing WMOs into adjacent watershed districts, is dependent upon having the authority to levy on a <br />subwatershed basis. <br />Motion: Roger Lake moved, Bob Johnson seconded, to approve the submittal of the Subwatershed <br />Taxing Authority resolution for consideration at the MAWD Annual convention in December. Motion <br />carried. <br />11. OT R BUSINESS <br />Jack Frost urged everyone to visit the U of M website that provides remote sensing maps on all lakes in <br />Minnesota. The trophic index of all lakes has been tracked since the early 1970s and is going to be <br />updated annually. <br />12.
