Tim explained the goals and guidelines of the new system: web based; data <br />accessible at the local level; LGU's involved in the design; structure the system by LGU <br />work activity; provide some basic G!S and map making features; reporting data is a by- <br />product of having used the system. Chair Coe thanked Tim for his presentation. Tim <br />said this is a business tool that is generated by our clientele, the general public will not <br />have access to this database. <br />Farm Bill Update -Doug Thomas distributed the House-Senate Farm Proposal <br />Comparison. Doug acknowledged MASWCD for their efforts. He stated that <br />"Renewable Agricultural Based Energy" has been added to the BWSR Position <br />Statement on the Conservation Provisions of the 2002 Farm Bill. Questions/comments <br />be submitted to Ron and/or Doug. Chair Coe thanked Doug for his efforts on pulling all <br />this information together. <br />SWCD Capacity Project Update -Jim Birkholz introduced Richard Zupp, President of <br />MASWCD. Richard presented the goals of the project and thanked Ron Harnack for <br />allowing- Jim to work with MASWCD on the District Capacity Committee. Jim Main was <br />introduced as the new committee chair replacing Carl Annalora. Jim presented a report <br />that he gave at the MASWCD annual meeting. Major goals of the district capacity, <br />project include: statute modernization by 2003; self-evaluation in all willing SWCDs <br />within two years; outreach to state agency partners; enhance training opportunities; <br />inform SWCDs on emerging issues; visibility; awareness/participation. Chair Coe <br />thanked Jim for his presentation. <br />Advisory Comments <br />Tim Gieseke, Minnesota Association of Conservation District Employees (MACDE), <br />distributed a listing of MACDE's direction. Tim reported that the MACDE state directors <br />will meet January 3-4 to develop an agenda for 2002. Tim and Don Bajumpaa, North <br />Central Representative, attended the NCDEA leadership conference. MACDE will <br />participate in the NRCS State Technical Committee. Tim stated that MACDE will strive <br />to communicate its role and abilities to MPCA, MDA, MDH, DNR, BWSR, and other <br />relevant state agency partners. MACDE will hold its summer conference June 26-28 at <br />Radisson Arrowwood in Alexandria. Tim stated that MACDE is interested in the Water <br />Unification Plan being written by Minnesota. Planning. One approach is to examine the <br />document by envisioning what type of interagency coordination is necessary in the <br />implementation of MPCA NPDES Storm Water Phase II. MACDE will encourage its <br />members to attend regional and national conferences by paying registration fees for at <br />least one representative from each area. MACDE will promote employee involvement <br />on the national level committees. Tim stated that MACDE will strive to build its local <br />implementation capacity to efficiently deliver conservation to Minnesota's soil, water, <br />
