BWSR Meeting Minutes <br />January 23, 2002 <br />Page Two <br />** <br />02-01 <br />** <br />02-02 <br />Chair Coe called the meeting to order at 9:00 a.m. <br />Pledge of Allegiance <br />Adopt Agenda -Chair Coe made two changes to the agenda -under Information and <br />Discussion, 1) the first item will be Mr. Schunk, followed by budget information. 2) <br />Victor Ormsby would like to briefly inform the Board of an agenda item that will be <br />presented to the Board in February. This will be Item 4, after the lunch break. <br />Moved by Jerome Deal, seconded by Sharon Clarks to adopt the changes to the agenda <br />as presented. Motion passed on a voice vote. <br />Minutes of December 19, 2001 -Karen Harder stated that a correction is needed on <br />the Farm Bill Update, on page ten, second paragraph should read, Renewable <br />Agricultural Based Energy and Reaffirmation. ,Dan Wilson, requested a change to page <br />six, under his report, second to the last line, "state inspected,... change to read local <br />programs. Victor Ormsby stated that a correction is needed on page seven, third <br />paragraph from the bottom, "Wayne said that this possible" should read "this is <br />possible." Moved by Jack Frost, seconded by Char Kahler, to approve the minutes of <br />December 19, 2001, as corrected. Motion passed on a voice vote. <br />Reports <br />Chair Coe reported that he and Ron Harnack attended a meeting on January 2, 2002, in <br />the Governor's Office regarding the budget. Potential opportunities to impact the <br />effectiveness of delivery of service through changes in organizations/reorganization <br />were discussed. The end result. was an understanding that BWSR would be working <br />together with other agencies on these issues during 2002-03. <br />Chair Coe attended the EQB meeting on December 20, decisions were as follows: <br />^ Adopted Findings of Fact, Conclusions and Order determining that the Solway <br />Power Plant proposed by Ottertail Power Company does. not require an <br />environmental impact statement. The proposed construction is a 44-Megawatt <br />electrical power generating station in Lammers Township near Solway. Natural <br />gas will be the primary fuel with No. 2 fuel oil as the backup. An additional- 500 <br />feet of 115kv electric transmission. line will be required as will as 800 feet of 6- <br />inch gas pipeline. <br />^ A pipeline routing permit was issued to Enbridge Energy (formally Lakehead <br />Pipeline) far approximately 97 miles of 36 inch outside diameter steel pipe by <br />adding five separate segments or loops to its existing system. These loops will <br />connect existing 48-inch pipes, resulting in one continuous pipeline from <br />Clearbrook, Minnesota to Superior, Wisconsin. <br />
