BWSR Meeting Minutes <br />January 23, 2002 <br />Page Four <br />some WCA wetlands. The court ruled applicants had to do a new EAW and also had to <br />get permits from DNR. We have one more court case that is still before the Court of <br />Appeals and that is the City of Hugo. <br />Ron attended an open forum in Duluth. Every year the SWCD's, counties, staff, <br />commissioners, supervisors, MNDOT, and PCA get together and talk about issues <br />related to BWSR activities. Issues this year surrounded budget and wetlands. They <br />recognized that they will take part in the short-term reductions and would like to see if <br />the reductions are going to be long-term. We can change the programmatic <br />expectations and in the short run, give them the greatest degree of flexibility so they are <br />able to achieve the outcomes that are being asked. <br />Wetlands staff held their last meeting on the wetland rules with interest groups. It <br />appears most, if not all of the significant concerns have been addressed. We asked the <br />attendees to provide feedback indicating whether or not they had any concerns or if <br />they would object to moving the process forward. <br />Ron met with Dakota County on the Vermillion River Initiative. The county has shown <br />leadership in local water planning. They endorsed the initiative to establish a Joint <br />Powers Agreement with Scott County. They have proposed establishing a Watershed <br />Commission that will be advisory to the Joint Powers Board and provide the guidance <br />and direction on the implementation of the plan. <br />Dispute Resolution Report (DRC) -Chair Coe reported on behalf of Jim Haertel. <br />There are presently nine appeals pending. All of the appeals involve WCA. <br />County <br />Wetlands Committee -Darrell Bruggman reported that January 4, 2002, was the final <br />Wetland Stakeholders meeting. The Governor's Office reviewed the Rule. on January <br />17, 2002. The Rule should be published in the State Register on February 11, 2002,. <br />with a 30-day comment period, which ends March 13, 2002.. During the 30-day <br />comment period there will be six. public informational meetings scheduled throughout <br />the state. The dates and locations scheduled are: February 12, St. Cloud; February 13, <br />Bemidji; February 14, Duluth; February 26, Bloomington; February 27, Rochester; and <br />February 28, Morton. Registration forms have been sent out for the Proposed Wetland <br />Rules Informational Meetings. Depending on the outcomes from the comment period, <br />there may be may be a public hearing scheduled for March 26, 2002 in St. Cloud. <br />Board Members will receive the registration form, which will include all dates and <br />locations. <br />
