BWSF2 Meeting Minutes <br />January 23, 2002 <br />Page Six <br />** <br />02-03 <br />Steve Morse, Department of Natural Resources (DNR), reported that DNR has also <br />given their budget presentations to both committees. DNR has been working on the <br />ATV issue and what the conservation impacts are on the trails and the fact that there <br />are not enough trails. The production of ATV's now surpasses snowmobiles and there <br />are few places for them to go. This past week DNR lost a case in district court and <br />required to do an Environmental Assessment Worksheet for ATV trails, which is the first <br />phase of an environmental review. An appeal is being considered. DNR is at a <br />standstill as far as implementing ATV trails in Minnesota. <br />Jim Anderson, Minnesota Extension Service (MES), reported that MES will hold the Stn <br />Biennial Minnesota Water Conference on April 17-19, at the Holiday Inn in St. Cloud. <br />This conference will be sponsored jointly with the U of MlV1/ater Resources Center and <br />the Rivers Council of Minnesota and the Minnesota Lakes Association. Jim will send <br />brochures to the Board members. Jim also reported that MES, PCA and MDA are in <br />the process of conducting 32 county training sessions statewide regarding nutrient <br />management plans. The Minnesota On-Site Sewage Contractors Association is holding <br />their annual convention next week and will discuss wastewater issues. The keynote <br />speaker is the owner of the Pumper magazine, which is a nationwide business <br />magazine with approximately 23,000 small business subscribers. The conference will <br />be held in St. Cloud at the Holiday Inn Convention Center. <br />Lisa Thorvig, Assistant Commissioner, Pollution Control Agency (PCA), reported that for <br />the first time PCA has an Assistant Commissioner assigned to water issues, which is <br />Lisa's major responsibility. PCA has also hired a new Legislative Director, Nelson <br />French. Lisa distributed a brochure that explains the downsizing and reorganization <br />that PCA has gone through during the last year. Lisa also distributed a handout from <br />the Legislative Auditor; regarding PCA's legislative audit of their water quality program. <br />Lisa reported on a septic system legislative initiative with the Minnesota Lakes <br />Association. The Realtors Association is not happy with this bill, they feel that they are <br />already enforcing the State Septic Systems laws. The idea was to take the well <br />disclosure and add in the septic information. <br />CONSENT AGENDA <br />Clearwater County Request for Comprehensive Local Water Plan Extension - Marybeth <br />Block reported that staff recommend the one-year extension to December 31, 2002. <br />Moved by JoAnn Coover, seconded by Darrel Bruggman, to approve the extension of <br />the Clearwater County Comprehensive Local Water Plan to December 31, 2002. <br />Motion passed on a voice vote. <br />Board Members and attendees were introduced and Chair Coe called for a break in the <br />meeting at 10:35 a.m. The meeting reconvened at 10:50 a.m. <br />
