BWSR Meeting Minutes <br />January 23, 2002 <br />Page Ten <br />Karen Harder, on behalf of the Metro Subcommittee, presented the recommendation. <br />The Comfort Lake/Forest Lake Watershed District (Chisago County) had a request from <br />the City of Wyoming to remove from the watershed district. The committee <br />recommends approval to remove those portions of Wyoming not territory to the Comfort <br />Lake/Forest Lake Watershed District (CLFLWD). <br />The Black Dog Water Management Organization Plan is very well written and detailed. <br />** The Metro Water Planning Subcommittee recommends adoption of this plan. Moved by <br />02-0~ Dwain Otte, seconded by Jack Frost, to adopt the Black Dog Watershed Management <br />Organization Plan and approve the CLFLWD withdrawal of territory. Motion passed on a <br />voice vote. <br />Lower Minnesota River Watershed District Amendment to Watershed Management Plan <br />- Karen Harder reported that the Metro Subcommittee met to review the amendment to <br />the Plan and recommends approval. There was a question regarding the jurisdiction <br />with the federal land being involved and that would be taken care of through cooperative <br />** agreements. Moved by Karen Harder, seconded by Jerome Deal, to approve the <br />oz-os amendment to the Lower Minnesota River Watershed Management Plan. Motion <br />passed on voice vote. <br />Northern Water Planning Subcommittee <br />Stearns County Comprehensive Water Plan Update -Paul Krabbenhoft reported that <br />the Northern Subcommittee attended the hearing for the plan on January 15. Stearns <br />County was under aone-year extension and this is a good example where extensions <br />really help. The Northern Subcommittee was impressed with what they brought forward. <br />Over the last year, the Water Plan was the driving force for the Stearns Countywide <br />** Zoning Land Use Ordinance. Moved by Paul Krabbenhoft, seconded by Jerome Deal, <br />02-09 to approve the Stearns County Comprehensive Water Plan. Motion passed on a voice <br />vote. <br />Southern Water Planning Subcommittee <br />Char Kahler, on behalf of the Southern Subcommittee, addressed both the Nicollet <br />County Comprehensive Water Plan and the Sibley County Comprehensive Water Plan <br />The Southern Subcommittee met on December 13, 2001, with both Sibley and Nicolett <br />Counties. Most recently Nicollet has bound together with Cottonwood and Brown <br />County on a watershed level and secured Clean Water Partnership funds. A major <br />concern of the citizens there is quality drinking water and they have seen increased <br />rates of nitrates in groundwater. Much of this driven by the agricultural production <br />system in place and that is driven by what the federal farm bill is. They have done a <br />very good job given the resources they have available to them and given the odds. <br />
