CALL TO ORDER <br />The meeting was called to order by President Lake at 6:30 p.m. <br />2. APPROVAL OF MINUTES <br />Motion: Moved by Bob Johnson, seconded by Roger Lake, to approve the minutes of the August 7, 2002, <br />regular meeting. The motion carried. <br />3. APPROVAL O>F' AGENDA <br />Roger Lake added Special Order 8B to consider the purchase of a Tanners Lake property at 436 Glenbrook <br />Avenue North. It will be discussed at the same time as 2003 budget discussions (Agenda Item 5). <br />4. PERMIT APPLICATIONS <br />Permit 02-22: Maplewood Imports -Maplewood <br />The applicant will leave a 100-foot buffer around the Protect category wetland on the eastern boundary of <br />the site. <br />Motion: Bob Johnson moved, Paul Ellefson seconded, to approve Permit #02-22. Motion carried. <br />Permit 02-48: Maplewood Dump Closing, Phase I -Maplewood <br />A Protect category wetland surrounds this site, which is adjacent to Jim's Prairie. The MPCA has required <br />the remaining waste on the site to be covered. The city's permit application is for the first phase, which <br />involves bringing in fill material and grading of a berm. A 100-foot buffer next to Beaver Creek will be <br />observed. Roger Lake questioned the justification for Special Provision 1 (silt fence shall be placed around <br />all stockpiles) and Special Provision 3 (native seed mix shall be used in all disturbed areas), which do not <br />appear to be consistently applied to other permits as normal District policy. <br />Motion: Roger Lake moved to approve Permit #02-48, with modifications to the special provisions as <br />follows: the silt fence requirement in Special Provision #1 shall be applied as needed to stockpiles based <br />on field conditions, and the native seed mix requirement in Special Provision #3 shall rely upon the city's <br />
