JU1,-24-02 WED 03:00 PM CITY OF SHOAEVIEW FAX:651 490 4696 PAGE 2 June 4, 2002 Grass Lake WMO Board of Commissioners c/o Mr. Mark Maloney Public Works Director City of Shoreview 4600 Victoria Street Shoreview, MN 55126 Re: Scope of Services Agreement for Implementation of Grass Lake WMO Watershed Management Plan Dear Grass Lake WP.40 Board of Commissioners: This letter is in response to Mark Maloney's request, on behalf of the Grass Lake WMO Board of Commissioners (Board), that Barr Engineering develop a scope of services for the implementation items in the Grass Lake WMO Watershed Management Plan (Plan). According to Mr. Maloney, none of the implementation tasks have been completed. We assume that the Board considers the report card/checklist complete and no further work is required in developing it. The following paragraphs describe the services that we are able to provide to assist the Board in implementing the Plan. General Engtneering Support Services provided under this heading include the following: • Review the revised joint powers agreement for conformance to the Plan, if requested by the Board. • Assist the Board with conducting the annual accountability "audit" and revising the report card/checklist (if needed). • Review the member cities' stormwater management plans for conformance with the WMO Plan (this will probably occur in 2003). • Miscellaneous reviews of projects, changes to city comprehensive plans, changes to the interc~mmunity stormwater system, etc., at the request of the Board. • Attend WMO meetings, if requested by the Board. • Assist WMO Administrator with meeting preparation, communications, etc., as requested by the Administrator. • Prepare, or assist with preparation of WMO's annual newsletter. • Provide information to agencies, if requested by the $oard or Administrator. Specific Engineering Projects Services provided under this heading include the following: • Internet website -Creating, maintaining and updating an Internet website for the WMO, with input from [he Board and administrator regarding content, hosting, etc. • Lakescaping demonstration project -Work with WMO Board and city staff to select appropriate site, develop Lakescaping design, prepare design plans, and oversee the Lakescaping project. • Grass Lake survey -Conduct or coordinate survey of in-place pipes, structures and overflow points between Grass Lake and West Vadnais Lake, and report results to Board, cities and Vadnais Lake WMO. ri ~r oa ~nn~ i ~ • ~~, 651 490 4696 PAGE. 02
