GRASS LAKE WATER MANAGEMENT ORGANIZATION
AGENDA ITEM
Date: 08/14/03
Prepared by: Mark Maloney
Item: D-1
Other Business
Item Description: West Vadnais Inter-Agency Meeting
Ramsey County Public Works and Vadnais Lake Area WMO staff jointly held a meeting in July
to share information relating to the recent high water levels of Grass, West Vadnais and Black
Tern Lakes. The meeting was attended by representatives of Ramsey County, Grass Lake WMO,
Vadnais Lake Area WMO, St.Paul Regional Water Authority, the'cities of Shoreview, Vadnais-
Heights and Little Canada, Ramsey-Metro Watershed District and MnDOT. Detailed meeting
notes and materials discussed at the meeting are included for reference.
In summary, the combination of climatic.. conditions .over the past few years and the return of
typical groundwater levels were creating standing water/flooding issues in most of this region,
especially evident this spring. In Shoreview, high water levels in the Grass Lake basin were
causing flooding of trail/tunnel infrastructure at Gramsie Road, and in Vadnais Heights the St.
Paul Regional Water authority has been battling with operational issue associated with the high
level on Vadnais Lake. MnDOT is currently in the final stage of design for the upcoming
"Unweave the Weave" improvements in the I-694/35E corridor, and they have committed to
exploring storm sewer andlor ponding options that could improve the outlet condition for West
Vadnais Lake, which would ultimately provide a more positive overflow for the Grass Lake.
basin. While the issue is being addressed primarily by Ramsey County, the St. Paul Regional
Water Authority and MnDOT, I have: requested that WMO's and impacted cities be maintained
as partners in the process.
No action is required by GLWMO at this time.
