Rice Street <br />Shoreview, MN 55126 <br />(651) 484-9104 • Fax 482-5232 <br />This letter is intended to inform you. of a potential intercommunity flow issue related to <br />West Vadnais, which is within- your-organization's jurisdiction, and to request your <br />assistance in initiating a process to discuss the issue. A number of groups maybe <br />affected, including Ramsey County, St. Paul Regional Water, MnDOT, GrassLake <br />WMO, Ramsey-Washington Metro Watershed District, as well as VLAWMO. <br />The timeline for possible resolution of the drainage issue parallels MnDOT's "unweave <br />the weave" project for the I-694 and I-35E interchange and related freeway lane <br />improvements. The approximate construction schedule for this project is 2007. MnDOT <br />has indicated that its project may accommodate a solution to the drainage problem at <br />West Vadnais, but their project cannot be the primary means to evaluate the feasibility of <br />possible solutions and obtain the agreement of other affected parties. MnDOT is <br />currently accumulating information on nearby road and water elevations, so it is an <br />optimal time to begin the evaluation process. <br />A summary of background information about the issue follows in support of this request. <br />The source of this information is largely anecdotal and did not involve extensive research <br />of records of other agencies. <br />West Vadnais is aland-locked basin at present, but previously (after its separation from <br />Vadnais Lake) it was connected to Gervais Creek (now County Ditch 16) tributary to <br />Lake Gervais. With the construction of I-694 in the 1960's, the flow path to the south <br />was eliminated. South of I-694, the flowpath out of Black Tern Lake (just south .of <br />Country Drive and east of Rice St.) to the south was also interrupted by construction of <br />Spruce St. and regrading along the south and east sides of Black Tern Lake.
