APPROVAL OF MINUTES <br />Motion: Moved by Bob Johnson, seconded by Roger Lake, to approve the minutes of the February 5, 2003, <br />regular meeting. The motion carved. <br />3. APPROVAL OF AGENDA <br />No changes were made to the agenda as mailed out. <br />4. PERMIT APPLICATIONS <br />Permit 03-10; Oakdale Office Park Hub Management -Oakdale <br />This site is part of the Gateway development (Permit #95-41) that was permitted before the District's buffer <br />requirements were approved. Jack Frost expressed concern that the District continues to issue permits for <br />individual sites within this development that do not comply with our current standards. <br />The site encompasses a large cattail monotype wetland that is currently a Protect management category. The <br />wetland had been impacted by MnDOT during earlier construction of I-694. The wetland has a limited <br />drainage area so it doesn't pose a threat to tributary watersheds. The District enforced a "no net loss" policy at <br />the time the original permit was issued, which allowed grading for utilities and roads throughout the site in <br />exchange for the creation of two large mitigation sites. The wetlands on this site have been delineated several <br />times. The developer is required to obtain a new permit for each building pad, which allows District staff to <br />review every phase of this large development to make sure that they adhere to the terms of the original permit. <br />At least three more building pads remain to be developed. <br />Pam Skinner expressed dismay that the developer is allowed to install silt fence at the water's edge. Tina <br />Carstens stated that the developer was encouraged to observe our current l0-foot "no-disturb" buffer policy, <br />but they claimed that they would not be able to properly grade the pad for the building. The developer is <br />required to observe the City of Oakdale's one-rod wide "open space" buffer (16 feet), although it can be <br />entirely altered by grading and then restored. Staff's recommended Special Provision #2 requires seeding the <br />buffer with native vegetation. Bob Johnson expressed concern that there would be no way to prevent them <br />from mowing in the buffer. <br />
