CALL TO ORDER <br />The meeting was called to order by President Lake at 6:30 p.m. <br />2. APPROVAL OF MINUTES <br />Motion: Moved by Jack Frost, seconded by Bob Johnson, to approve the minutes of the September 4, 2002, regular <br />meeting. The motion carried. <br />3. APPROVAL OF AGENDA <br />Roger Lake announced that other business will be interrupted for the 8:00 p.m. public hearing and again to discuss <br />the Oliveira Property Acquisition. <br />4. PERMIT APPLICATIONS <br />Permit 02-50; Hayward Avenue Extension Wetland Replacement Plan -Oakdale <br />All non-wetland aspects of the project were addressed when the Board approved Permit 02-46 on August 7. Staff <br />now recommends approval of the replacement plan for the Protect Category wetland. The applicant proposes to fill <br />0.356 acres for the road extension and to mitigate wetland impacts on the site at a 2:1 ratio. <br />Motion: Bob Johnson moved, Paul Ellefson seconded, to approve Permit #OZ-50. Motion carried. <br />Permit 02-51; Walgreens - St. Paul <br />The southwest corner of the intersection of White Bear Avenue and Larpenteur Avenue is being redeveloped. A <br />maintenance agreement will be required between the owner and the District to establish responsibility for the water <br />quality treatment device to be installed on-site. Cliff Aichinger noted that the underground storage system is a City <br />of St. Paul requirement for all commercial sites in the vicinity of the Hillcrest Shopping Center (Hoyt-Montana flood <br />area). <br />Motion: Paul Ellefson moved, Jack Frost seconded, to approve Permit #02-51. Motion carried. <br />Permit 02-52; M & N Supply - Vadnais Heights <br />This site was previously permitted for grading and pond construction by Permit #00-47. <br />
