R ,7/ i "3 <br />®~ <br />December 23, 2002 <br />Mark Maloney <br />Grass Lake Water Management Organization <br />City of Shoreview <br />4600 Victoria Street North <br />Shoreview, MN 55126 <br />RE: Lake Owasso water elevation- Letter dated November 18, 2002 <br />Dear Mark: <br />Attached is a letter from John Frank, a property owner on Lake Owasso. He attended our <br />Comprehensive Storm Water Management Plan Public Information Meeting this past summer <br />and requested that City Staff meet with him and his neighbors at his property on the south shore <br />of Lake Owasso. The major concern of the property owners is the water elevation bounce in <br />Lake Owasso, they are of the opinion that the outlet of the lake has resulted in erosion on their <br />shoreline ~.nd should be lowered. <br />Upon a walk over of the site, City Staff did not observe an immediate threat to the home on the <br />property:' ' The'backyard is flat, with a walkout to the lake, but there was at Least 12 to 16 inches <br />of freeboard between the lake and the lowest ingress into the home. Staff pointed out to the <br />property owners the unusually wet climate we have had over the Last two years. We also <br />recoimnended that some minor grading and shoreline stabilization would go a long way to allay <br />his concerns. The property owners wanted further action, so City Staff referred the property <br />owners to the Grass Lake Board.
