<br />November 18, 2002 <br />Mr. Kent Kokko <br />072 Oakcrest Ave. <br />Roseville, MN., 55113 <br />Dear Mr. Kokko: <br />Debbie Bloom, from the Roseville Engineering department met in October with four of us (listed below <br />as cc.) who live in Poseville on Lake Owasso. After explaining our concern, she suggested we contact <br />vow' directly. <br />Our concern is the rapid rise and resulting high average level in lake Owasso after rainfall, and more <br />importantly the extremely slow fall thereafter. Levels rise at about 1 3/4" per inch of rainfall, but take 2 to <br />4 weeks to drop back We recognize that Owasso is an important drainage facility, and we believe that <br />steps have been taken to ensure that silt is controlled. <br />The lake high water drain seems insufficient to keep an average level low enough to protect our <br />shoreline and keep water out of our homes. This high level is washing away the point I share with <br />Lehr's, endangering stately trees, and will make it necessary for us to do some riprapping to save what is <br />left of our point. Obviously wave action from boat traffic and wind does the damage, but high water for <br />an extended time enables the action to become excessive. <br />Our homes are near water table level, and underground water is so close to basement level as to cause <br />great concern, particularly those folks not here in the spring. <br />There are some things we can do, and have done, but w'e believe in the long term some governmental <br />effort should be undertaken to correct the real problem that affects both Roseville and Shoreview <br />residents. <br />We need your help. <br />Thank you. <br />Sincerely, <br />~~ ~ ~~ <br />John W.
