(651)490-4600 Fax (651) 490-4699
(651) 490-4750 Voice/TTY
www.ci.shoreview.mn.us
Date: October 15, 2004
To: Grass Lake Water Management Organization
From: Mark Maloney, Shoreview Public Works Director `'~~</
Subject: Shoreview Surface Water Management Plan Update 2004
CITY COUNCIL
Sandy Martin, Mayor
Blake Huffman
Larry Morrisette
Terry Quigley
Ady Wickstrom
The City of Shoreview is in the final stages of revising and adopting the update of the Surface
Water Management Plan. The City has essentially used Grass Lake's Management Plan as a
model, and Shoreview's Local Plan (as updated) incorporates goals, objectives, methodologies,
etc. consistent with GLWMO in most areas. The City's consultant for the update is currently
processing previously requested revisions/additions concerning one and ten-year events and sub-
basin susceptibility to impacts from inflow bounce. One notable area where Shoreview's local
plan does not fully address GLWMO Plan requirements has to do with what the City intends to
do with water quality monitoring, trend analysis and setting action levels for City-managed water
bodies. GLWMO Plan Section 5.2, policy 4(c) speaks to this area. In addition, the Shoreview
Plan doesn't fully address GLWMO Plan Section 5.2, policy 4(f) as far as setting goals, but it
does adopt and use the GLWMO classification system as indicated. These remain areas that
Shoreview will need to budget for and incorporate into future Public Works Department work
programs. At this time, Shoreview staff would likely pursue some form of contractual
relationship with Ramsey Washington Metro Watershed District for technical services similar to
those arranged for by GLWMO. I would assume that the City's progress in this area would be
reevaluated by GLWMO as part of its annual Report Card process in the future.
The City of Shoreview is finalizing its local water management plan update, and with the
exception noted above, believes it to be consistent with the goals and objectives of the GLWMO
Plan and concerns/comments raised by Board Members. Shoreview will continue to develop a
plan for monitoring and interpreting water quality trends in City-managed water bodies.
Cc: Terry Schwerm, Shoreview City Manager
Shoreview Environmental Quality Committee
