Legislative Session continue HF 2182; Penas SF 2159; Stumpf FDR bonding bill for the Red River Valley. Appropriates $3.4 million for flood hazard mitigation grants for the Roseau Wildlife Management Area, Palmville, Malung, and the Grand Marais Creek Flood Reduction Project in the Red Lake WD. Heard in House Environment Finance and recommended to the Capital Investment Committee for inclusion in their bonding bill. $20 million included in House bonding bill for Flood Hazard Mitigation Grants. $29.8 million appropriated in the Senate bonding bill including numer- ous projects in NW Minnesota. HF 2249; Cox SF 2145; Skoe CREP bill -appropriates money for conservation easements; Recom- mends $23,200,000 be appropriated to the BWSR through bonding. $21.5 million included in House Capital Investment bill. $22,000,000 CREP easement funds appropriated in the Senate bonding bill. Died. with bonding bill. HF 2294; Kuisle SFXX~LY Appropriating money for conservation easements. $23,200,000 appropriated to the BWSR. CREP funding. 35- year easements, except wetland resto- rations, limited to 20% of the total easements acquired, must be perma- nent easements. No action taken. Bill is dead for the session. Bill is effectively dead for this session. HF 2841; Stang SF 2974; Fischbach Increases annual levy for the Sauk River WD up to .O1% of taxable market value for its general fund. Both bills heard in taxes committees and under consideration for inclusion in both tax bills. House Taxes bill would allow for $100,000 increase per year over the $250,000 limit presently in effect for Sauk River WD. Senate taxes bill authorized the .O1% limit. Taxes conference committee never appointed, so both bills died. Will hopefully be revived if a special session is called. HF 2424; Seifert SF 2311; Saxhaug Provides procedure for TMDL reports. Both bills sent to respective environment policy committees in each body. Bills are bath dead for this session. HF 2370; Dorman SF 2339; Sparks Bonding request by Shell Rock WD to replace a dam and for water quality improvements on Albert Lea Lake. Not recommended for inclusion in the bonding bill by House Environment HF 2877; Lanning SF x:~'XX Maximum per diem payments for watershed district managers not to exceed $75 per day.. HF 2722; Cox SF 2363; Hottinger Wetland. delineation and federal clean water act 401 certifications; environmental review requirement modifications must take into account relevant local plans.
