Flood- eduction Project con ° e
Grand Marais Creek has the capacity to handle runoff from
a 1-2 year frequency rain event, which is 2 inches in 24
hours. Because of the low capacity, flooding and crop losses
occur on an almost annual basis.
One of the largest components of the overall project is the
construction of two impoundments in the eastern edge of
the sub-watershed. The Brandt Impoundment would have an
estimated storage volume of 3,500 acre-feet. The Euclid
East Impoundment would have an estimated storage volume
of 2,500 acre-feet.
The project also includes local participation through ditch
improvements to County Ditch 2 and County Ditch 66,
which would improve the capacity to a 5-year frequency
event (3 inches in 24 hours). Another aspect is the construc-
tion of a ditch outlet that flows into the Grand Marais Creek
and the Red River of the North. This activity was to be
pursued through the U.S. Army Corps of Engineers Section
206 program, but has since been put on hold by the Corps
because of funding shortfalls. It could be addressed through
other avenues.
This project has been developed through a project work
team created in accordance with the Red River Basin Flood
Damage Reduction Work Group Agreement. If funding
components are in place, construction for the impound-
ments could begin in summer 2005.
Overall project manager is the Red Lake Watershed District.
For additional information contact:
Myron Jesme,
Red Lake Watershed District,
Phone: 218-681-5800

The Board of Water and Soil Resources hears and settles
local government disputes in a number of cases.
Through the Local Water Planning and Management
Program, local units of government may ask for a meeting
with the chair of the BWSR to informally resolve a dispute
regarding a water plan (Minnesota Statutes 103B.345 subd.
2).
If they are unable to resolve the dispute, they may officially
petition the BWSR for a hearing if:
• the interpretation and implementation of a compre-
hensive water plan is challenged by a local unit of gov-
ernment aggrieved by the plan;
Watershed district decisions and rules may be
appealed to the Board of Water and Soil
Resources (Minnesota Statutes 103D.535 and .537).
Wetland Conservation Act decisions by local governments
regarding replacement plans, exemptions, no-loss determi-
nations, banking plans, public road notifications, or
wetland boundary or type decisions can be appealed to the
BWSR (Minnesota Statutes 103G.2242 subd.9).
For more information, contact Jim Haertel at (651) 297-
2906 or jim.haertel@bwsr.state.mn.us.
• two or more counties disagree about the apportion-
ment of the costs of a project implementing a compre-
hensive water plan; or
• a county and another local unit of government
disagree about a change in a local water and related
land resources plan or official control recommended by
the county to make it consistent with the local water
plan.
One 1,1`cstiNaterStreet, Suiie~!00
Saint Paul, Mai 55107
(651 } X96-3767; Pax {659) 297-`,615:
r~ ~sooj 627-352
-17-
