Shoreview, MN 55126 RE: Shoreview Local Water Management Plan Dear Sir: The Council has completed its review of the Shoreview Local Water Management Plan (I,WMP) dated March 2004. The city is rich in water resources both with lakes and. wetlands and the plan provides a good framework for managing water resources in Shoreview. The plan does a good job of integrating the Phase II NPDES storm water permit requirements with the local water management plan. However, there are several areas that the city should consider before it finalizes its plan. The city has prioritized its wetlands into four categories and has indicated it is proposing to do a comprehensive wetland management plan in 2005. The Council believes this is the best way to effectively manage the wetlands within. the city. As part of the wetland plan the city needs to address buffer requirements for the various classes of wetlands. The Council along with Builders Association of the Twin Cities (BATC) is undertaking a buffer study. The results of this study should be available in 2005. Policy 1.3 discusses water quality monitoring. With the abundance of large recreational lakes in the city, the city and the watershed management organizations need to be cognizant of the water quality in these lakes. An evaluation of the water quality can determine if the city's programs are effective in maintaining water quality. The Council has a citizen assisted monitoring program (CAMP) which could assist with obtaining water quality data. For an initial cost of about $1000 annually the Council will train volunteers to collect samples, provide sampling kits and analyze the samples and report the results back to the city. The plan indicates that Island Lake is on MPCA's TMDL list of impaired waters for nutrients. Only drainage area IL-7 has been identified as an area that does not meet the water quality treatment requirements. Would it be possible for this drainage area to cause the impairments identified by MPCA? The city will need to work with the watershed management organization and MPCA to try to develop a strategy to bring this water body up to standards.
