Lake Landing is a proposed 52-parcel. single-family residential subdivision located on the <br />Mounds View School District property in Shoreview, south of Snail Lake Boulevard and west of <br />Mackubin Street. This proposed development is can ently being considered by Shoreview's <br />Planning Commission and is likely going to be presented to the City Council. sometime. in May. <br />The original grading plan submitted to the City has been attached for reference. Mounds View <br />School District recently declared the land as surplus property and sought out a developer to <br />develop he property. The School District has. formed a partnership with Snail Lake Landing, <br />LLC to develop. this property with single-family residential uses. <br />The site sits atop a hill where drainage currently breaks toward two distinct drainage sub-basins; <br />to the north toward Snail Lake, and to the southeast toward Suzanne Pond, which is <br />hydrologically connected to Grass Lake. The storm water management plan originally proposed <br />by the developer followed the natural drainage of the site by managing runoff and water quality <br />through a series of storm water ponds and infiltration basins. During the preliminary review, the <br />Engineering staff analyzed a feasibility .study that was conducted in the 1980's for the. storm <br />water ponding system in this area. The basis forthe study included issues of high water levels on <br />Grass Lake and the low-lying areas near Gramsie Road. The study area included the School <br />District parcel and determined any drainage from future development be directed toward Evans <br />Pond. located west of this site and not o the Suzanne Pond (see attachment). The study from <br />1986. resulted in ponding and storm water pumping station improvements for this area that <br />recognized a transfer of runoff from .approximately 10 acres .from the .Grass Lake Basin to the <br />Snail Lake Basin.. Accordingly, City staff required the developer to modify the plans to re-route <br />the water to a storm water system that directs water north to a pond located. in Snail Lake... <br />Regional Park before discharging into Snail Lake. Minor modifications addressing emergency <br />.overflows, easements and maintenance are also needed to the plan. <br />Recommended Board Action: <br />No formal action is required; however, Board members may want to discuss and/or acknowledge <br />the City staff's interpretation of the drainagexelatedisues of the proposed development. <br />
