BOARD OF WATER COMMISSIONERS <br />RESOLUTION -GENERAL FORM <br />PRESENTED BY <br />COMMISSIONER <br />No <br />4982. <br />DATE <br />WHEREAS, high water levels at West Vadnais Lake have caused flooding problems at the Board of <br />Water Commissioners' Vadnais Pumping Station and Ramsey County's roadway on Rice Street in <br />Vadnais Heights; and <br />WHEREAS, the Minnesota Department of Transportation (MnDOT) plans to reconstruct I-694 east <br />of Rice St, beginning in 2005, providing a unique opportunity for construction of a new outlet for <br />West Vadnais Lake under I-694; and <br />WHEREAS, MnDOT is willing to provide for the construction of said outlet as part of its I-694 <br />reconstruction project at an estimated cost of $99,966; and <br />WHEREAS, the benefiting and responsible parties, Ramsey County ("County"), Vadnais Lake Area <br />Water Management Organization ("VLAWMO"), Grass Lake Water Management Organization <br />("GLWMO"), and Ramsey Washington Metro Watershed District ("District"), (collectively, the <br />"Parties") discussed the project impacts and recommended cost sharing distributions based on <br />benefits to the Parties; and <br />WHEREAS, the County prepared a cooperative agreement between the Parties that established <br />those cost sharing distributions, and the Board did approve said agreement by adoption of Resolution <br />No. 4975; and <br />WHEREAS, VLAWMO denied approval of said agreement, requiring the preparation of an <br />agreement which does not include VLAWMO, nor its contribution; and <br />WHEREAS, the County prepared such an agreement, which reflects the following contributions, <br />based on benefit to the parties, and other such terms and conditions necessary to administer the <br />funding distribution: <br />Construction Costs: <br />Board (33.30%) <br />County (50.00%) [from MnDOT Turn Back funds] <br />GLWMO (16.70%) <br />District - 0 - (no benef tl <br />Total (100.00%) <br />Water Commissioners <br />Yeas Nays <br />Adopted by the Board of Water Commissioners <br />20 - <br />In favor. <br />Opposed_ <br />SECY. <br />
