Minutes/April 28, 2005 <br />Page 3 <br />member Soderbeck asked if the scope of services could be further defined and be <br />date specific, and had some questions regarding Mr. Aichinger's impression of <br />the Web development portion of the scope of services. Board member Branch <br />suggested that the next GLWMO agenda include a report from. Mr. Aichinger on <br />the status/future of the GLWMO web site as well as a schedule for plantlhabitat <br />survey on one of the major water bodies in the District. <br />Branch moved to approve the proposed scope of services and authorize a formal <br />agreement with Ramsey Washington Metro Watershed District for 2005 services, <br />Soderbeck seconded. Ayes: 4 Nays: 0 <br />D-3 2004 Activity Report Card Discussion <br />Maloney gave background information regarding GLWMO's Report Card <br />system for accountability of annual City and WMO water management activities. <br />The timing of the consideration of the Report Card was intended to provide the <br />cities with an opportunity to address needs, deficiencies, etc. at the time of <br />development of the Public Works/Storm Water Management Activity budgets for <br />the up-coming year. Both cities had previously completed their self-assessment <br />for 2004 activities, and copies were forwarded to Cliff Aichinger of RWMWD <br />for independent review. It was pointed out that the areas of the cities' <br />assessments that indicate lack of progress ornon-compliance for 2004 had to do <br />with water quality, aesthetics and habitat monitoring. Maloney stated that both <br />cities were pursuing contractual arrangements with RWMWD for the provision <br />of services that would address those goals for 2005 and the future that would run <br />coincident with those services being provided to GLWMO. <br />Soderbeck asked for further clarification regarding the cities plans for water <br />quality and habitat monitoring for city-managed water bodies, and asked that <br />GLWMO be presented with future MS4 Annual Reports from the cities. There <br />was a general discussion about the potential for significant impervious surface <br />ratios and future land use to change throughout the District, and <br />acknowledgement that the 2001 Plan didn't indicate any areas of dramatic <br />change. There was consensus that the Annual Report Card information should be <br />posted on the GLWMO website, and forwarded to the cities. It was suggested <br />that perhaps that the board members could individually work with the GLWMO <br />Report Card form and come up with a consensus prior to the next meeting. <br />E.
