®,~ , <br />>>~ <br />~® ~. <br />GRASS LAKE WATER MANAGEMENT ORGANIZATION <br />AGENDA ITEM <br />Date: 04/28/05 Prepared by: Mark Maloney Item: D-3 <br />Other Business <br />Item Description: 2004 Activity Report Card Discussion <br />Based upon recommendations from the 2001 Watershed Management Plan, GLWMO has <br />implemented a Report Card system for accountability of annual City and WMO water <br />management activities. The Board has previously indicated a desire to review the self- <br />assessment of the Cities of Roseville and Shoreview in April of the year. Recommendations for <br />city activities that have local government budget implications could potentially then be <br />considered as part of the annual Public Works/Storm Water Management Activity budgets for <br />the up-coming year. Both cities completed their self-assessment for 2004 activities, and copies <br />were forwarded to Cliff Aichinger of RWMWD for independent review. Mr. Aichinger will be <br />available to comment on the 2004 assessments. <br />The areas of the cities' assessments that indicate lack of progress or non-compliance for 2004 <br />have to do with water quality, aesthetics and habitat monitoring. Both cities are pursuing <br />contractual arrangements with RWMWD for the provision of services that would address those <br />goals for 2005 and the future. In addition, the Board may wish to discuss potential revisions to <br />the form used for the Annual City Report Card. The communities through their compliance with <br />NPDES Ph. 2 MS4 permitting requirements have essentially addressed a significant number of <br />the specific areas of self-assessment and the answers/responses won't change in the future. <br />The Board should discuss the City Report Cards and consider authorizing the posting of the <br />information on the GLWMO website and officially forwarding them to the Cities of Roseville <br />and Shoreview. The Board should also discuss the preparation and disposition of the WMO's <br />self-assessment. <br />
