r se r c s si ate <br />Introduction <br />Barr Engineering Company proposes to complete adiagnostic-feasibility study of Lake Owasso <br />water quality problems for the Grass Lake Water Management Organization (WMO) using the Use <br />Attainability Analysis (UAA) approach. A UAA is an outcome-based evaluation and planning <br />process that is designed to set achievable goals for water quality and lake use, such as swimming, <br />fishing, or wildlife habitat. Through the process, the WMO member cities, local residents, and other <br />involved stakeholders will gain a better understanding of lake processes and current lake conditions, <br />determine appropriate water quality goals, and establish management practices for achieving those <br />goals. <br />This approach is similar to the methods that we have used in our work for the Ramsey- Washington- <br />Metro Watershed District, Riley-Purgatory-Bluff Creek Watershed District, Nine Mile Creek <br />Watershed District and the Black Dog Water Management Organization. Many of these UAAs have <br />led to successful site-specific BMP construction projects aimed at improving lake water quality and <br />recreational use. <br />The UAA process <br />A UAA involves seven basic steps that seek ways to obtain or maintain optimal water quality <br />conditions and to achieve beneficial. uses. The basic procedure is problem diagnosis, followed by the <br />recommendation of alternative remedial measures. <br />1. Determine current and historical water quality conditions. <br />2. Set beneficial use goals. <br />3. Assess attainment or nonattainment for current watershed land-use conditions. <br />4. Estimate annual stormwater runoff and phosphorus budgets to the lake. <br />5. Reconcile the hydrologic and phosphorus budgets to observed in-lake conditions using a lake <br />water quality model. <br />6. Using the lake model, assess likelihood of beneficial use attainment under ultimate watershed <br />land use conditions <br />7. If necessary, recommend feasible alternative remedial measures. <br />The deliverable outcome of this process (essentially an 8"' step) is a Management Alternatives Report <br />that discusses the work that was conducted, results, discussion of alternatives, and concept-level <br />recommendations of remedial measures for the lake. <br />The total cost for completing this entire scope of work is $68,610.
