Step 2: Set beneficial use goals <br />Expected Cost: $1,150 <br />At the onset of any UAA process, it is important to get stakeholder input on the beneficial use (water <br />quality) goals that have been set for their lake. The existing water quality goals for Lake Owasso <br />will be reviewed during an initial meeting with the WMO and lake association. The goal of the <br />meeting is to collect public input on desired beneficial uses of the lake and water quality perceptions. <br />This feedback can help the WMO decide whether the existing water quality goals for the lake are still <br />appropriate or if they should be changed in light of public opinion. The MPCA's proposed lake total <br />phosphorus criteria (40 µg/L) will be taken into account in setting the beneficial use goals for the <br />lake. <br />Step 3: Assess attainment or nonattainment for current watershed land-use <br />conditions <br />Expected Cost: $350 <br />In this step, the current and historical water quality of the lake will be compared to the beneficial <br />goals set for them to assess whether or not these goals are met under current watershed conditions. <br />The MPCA's lake total phosphorus criteria will also be compared to lake water quality conditions. <br />Step 4: Estimate annual runoff and phosphorus budgets for Lake Owasso <br />Expected Cost: $16,860 <br />An important part of the UAA process is the use of a water quality model that predicts the amount of <br />water and phosphorus that reach receiving water bodies via stormwater runoff under different <br />watershed development and runoff management scenarios. Barr proposes to use the P8 computer <br />model (Program for Predicting Polluting Particle Passage through Pits, Puddles and Ponds; IEP, Inc. <br />1990) to simulate the quantity and quality of the surface runoff entering Lake Owasso from the <br />tributary watersheds. In the past 10 years, P8 has gained wide acceptance for modeling runoff water <br />quality (and quantity), especially in the upper Midwest. Both the MPCA and the Wisconsin <br />Department of Natural Resources (WDNR) have funded enhancements to P8. Barr has used P8 for <br />many other UAA projects, including the Phalen Chain of Lakes Strategic Lake Management Plans for <br />the RWMWD. <br />To use P8 to its full potential, several different types of field information are required. However, we <br />propose to collect some of this information specifically for this project, through the following efforts: <br />• Collect, Review and Evaluate Storm Water Runoff Monitoring Data <br />Three storm water inflow locations will be monitored at major inflow sites during the 2007 <br />water year (Oct 06 -Sept 07) by RWMWD staff.
