I am replying to your letter <br />on behalf of the Grass Lake Water Management Organization Board. Your letter was <br />extremely thorough and included a very clear statement of your concerns. I believe it is <br />advantageous for me to respond to several of your concerns directly. Many of your other <br />lake related management concerns will be dealt with directly by the Owasso Lake <br />Diagnostic Study approved by the Board at their October 26, 2006 meeting. <br />I completely agree with your position that the Board should clearly state the purposes and <br />objectives of the lake study prior to approving the study. Whether or not to clearly state <br />the purpose was never in debate. The only reason for the discussion about the concerns of <br />Board Member Tracy Mogg was to clarify what he was requesting. The discussion-.had <br />already included many of the purposes of the study and that the study was predicated on <br />the "action levels" indicated in the GLWMO Watershed Management Plan. The concerns <br />of Board Member Mogg related to a quality control protocol that was not familiar to the <br />rest of the Board or staff. The Board did conclude that a final approval of the study <br />needed to occur at the October meeting and clearly state the purposes and the objectives <br />of the study. This was provided at the October 26 meeting and the Board took its final <br />action approving the study and the contract with Barr Engineering. <br />The purchase of the sampling equipment needed to collect nutrient and volume input data <br />is critical to the diagnostic study. The equipment is a good investment and will be used in <br />future studies. Based on past analysis of leasing, renting or purchasing this equipment, <br />the purchase is only 30°Io more than renting the equipment for only one year. With <br />purchase, the equipment is available to the organization for future studies. The equipment <br />will be stored at the Ramsey-Washington Metro Watershed District (RWMWD) and <br />maintained by the monitoring staff along with. other sampling equipment. The RWMWD <br />owns and maintains 15 samplers from the same manufacturer. <br />
