Agreement PW2004- d ~ <br />August 30, 2004 <br />RAMSEY COUNTY C <br />COOPERATIVE AGREEMENT <br />WITH THE GRASS LAKE WATER MANAGEMENT ORGANIZATION, RAMSEY WASHINGTON <br />METRO WATERSHED DISTRICT AND BOARD OF WATER COMMISSIONERS OF THE CITY OF <br />SAINT PAUL <br />Agreement between.. <br />County of Ramsey, <br />Grass Lake Water Management Organization, <br />Ramsey Washington Metro Watershed District and <br />Board of Water Commissioners of the City of Saint Paul <br />West Vadnais Lake Outlet Construction, Attachments: <br />Operation and Maintenance Activities and Cost Share Exhibit A -- Location Map <br />Exhibit B -- Cost Estimate <br />THIS AGREEMENT, by and between the Grass Lake Water Management Organization, hereinafter <br />referred to as "GLWMO", Ramsey Washington Metro Watershed District, hereinafter referred to as the <br />"District", the Board of Water Commissioners of the City.of Saint Paul, hereinafter referred to as the <br />"Board", and Ramsey County, a political subdivision of the State of Minnesota, hereinafter referred to as <br />the "County"; <br />WITNESSE'I'H: <br />WI-AREAS, West Vadnais Lake is located within the boundary of the Vadnais Lake Area Water <br />Management Organization; and <br />WHEREAS, West Vadnais Lake receives surface water runoff from Grass Lake and land surfaces <br />within the boundary of GLWMO; and <br />WHEREAS., the original outlet from West Vadnais Lake, which was a surface connection to Black <br />Tern Lake and then into Lake Gervais, was modified sometime after construction by the State of Minnesota <br />of I-694 and replaced by a privately owned pipe system and ditch to Twin Lake; and <br />WHEREAS, Twin Lake and Lake Gervais are located within the boundary of the District; and <br />WHEREAS, the existing outlet from West Vadnais Lake to Twin Lake is in disrepair, provides <br />uncertain flow capacity, and conflicts with private property; and <br />WHEREAS, the water elevation of West Vadnais Lake in recent years is high, reflecting long-term <br />precipitation and groundwater impacts, posing a flooding threat to Rice Street, an important arterial <br />roadway owned by the County, and the Lalce Vadnais Water Pumping Station, which is owned by the <br />Board and is essential to providing potable water to many cities in Ramsey County; and <br />PW2004- b~ 1 of7 <br />
