Grass Lake WM® 1Vleetfng <br />®ct®ber 25, 2007 <br />Ryan and I are here to tell you about a program the Ramsey Conservation District (RCD) has <br />implemented since 2002 that assists landowners with preventing and repairing soil erosion, minimize the <br />affects of urban nmoff on our water resources, recharge our groundwaters and provides urban wildlife <br />habitat, i.e., our DA"I'L11~ Program (Dative Plant Alternatives Toward ilrban Restoration and the <br />Environment), <br />We are also here to seek yo~er assistance t® rr~aintain and expand this DATi11~ program. <br />Introduction- <br />® RCD is a local unit of government established to assist landowners conserve their soil and water <br />resources. <br />® Governed by 5 elected officials. <br />® Funded by BWSR, Ramsey County, grants, and service agreements with other units of <br />Government. <br />® Currently we have 3 frill-time technical staff (we have had as many as 5), 1 part-time <br />administrative support staff, and two temporary technical staff. <br />j~'hat we cart do for the GLWMO- <br />® Environmental impacts assessment/review for land developments (site plan reviews) <br />® Wetland reviews and WCA compliance administration <br />® Constriction site environmental compliance inspections (we are currently under contract with <br />MPCA performing NPDES permit inspections) <br />® Cost-share for conservation practice installation, both BWSR funds and NATURE funds <br />® Natural resource database and GIS application <br />® Water resource shoreline stability and riparian buffer inventory and assessment <br />® Stornn water management system water quality retrofit assessments <br />® Hydrogeologic data and groundwater quality protection planning <br />® NATURE Program <br />® `JJater Management Organization administration and operational management services <br />
