Example: Fire, police and teachers being nearer <br />to city and others who must work in the city. The two habitat homes will also be affordable to first <br />time home buyers. <br /> <br />Member Bean asked if the housing could be used as an incentive to get new or more firefighters <br />to move into the community. <br /> <br />Member Kelsey suggested: three at 80% AMI and first time home buyer and a service provides <br />targeting police, fire and teachers first, then others; two at 120% AMI and waive first time home <br />buyers for the targeted police, fire, teachers who work in Roseville. <br /> <br />A lottery system will be used by GMHC to determine who the homes will be sold to. <br /> <br />Member Kelsey asked that the definition and criteria be placed on the contract as a revision (red <br />lined document to show changes). <br /> <br />Chair Majerus asked that all changes be reviewed by HRA and attorney, prior to sending to <br />GMHC. <br /> <br /> <br />Acceptance of Home and Garden Award Program <br />b) <br /> <br />Cathy Bennett explained the process of defining the role of the Award Program. Member Marks <br />summarized the meeting, noting outside funding and the Home and Garden Fair to gauge <br />interest. A series of bulletin boards and nomination and sign-up sheets will be available at the <br />Fair. <br /> <br />Member Kelsey asked if a questionnaire could be created by the City’s communication expert to <br />help gauge support for the program. Cathy Bennett relayed Park & Recreation Director Lonnie <br />Brokke’s interest in encouraging volunteerism on this issue. Member Scheunemann asked if this <br />issue could be placed in the next City newsletter. <br /> <br />Motion: Member Majerus moved, seconded by Member Kelsey, to accept the Home & <br />Garden Award Program Process. <br /> <br /> <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br /> <br />Approval of 2004 Reduced HRA Budget. <br />c) <br /> <br />Cathy Bennett explained the previously approved HRA budget that included the maximum levy <br />estimated at $490,000. The City Council certified a preliminary levy for a reduced amount of <br />$200,000 and provided $94,000 to the HRA from proceeds of Arona sale. In addition, Ramsey <br />County has agreed to provide funds for the Applewood Pointe first time buyer homes at 80% of <br />median income and a maximum sales price of $175,000.
