City of Roseville - Housing & Redevelopment Authority Meeting Minutes for September ...Page 2 of 4 <br />Motion carried. <br />  <br />Public Hearing <br />7. - none <br />  <br />Action Items <br />8. <br /> Approval of Contract for Private Redevelopment with GMHC for Applewood Pointe <br />a). <br />Project. <br /> <br />HRA Executive Director Bennett explained the contract with GMHC and the affordable homes <br />and targeted incomes program. Changes to the contract include the definition of the homeowner <br />(first time home buyer – 3 or more in household and household with public service employee). <br /> <br />There could be several public service employee homes and all home would be first targeted to <br />the public service employees. <br /> <br />The assistance to the project was clarified: 1) participation in Ramsey County First Home <br />Program; 2) participation in MHFA Minnesota Cities Participation Program; 3) low interest loans <br />provided by lender approved through the home ownership center; 4) public service employee <br />(PSE) program with household income of less than 120% of current median income. <br /> <br />PSE is defined as the Authority’s program to target new homeowners who are currently <br />employed by the City as police officers or volunteer fire fighters or who are Roseville/Mounds <br />View School District teachers. These public service employees provide essential services to the <br />community and living within the neighborhood is beneficial to their public service. <br /> <br />Bennett added that the HRA will become a signature on the first right of refusal agreement and <br />that clause regarding any profit realized on the sale of the homes would revert back to the HRA. <br /> <br />Cathy Bennett explained the timetable for sale of the five lots with construction to begin by May <br />1, 2004. <br /> <br />Carolyn explained MHFA changes, which may occur in the first quarter of 2003, and that the <br />language should include these possible changes. <br /> <br />Chair Majerus asked for comparison to other HRAs. Carolyn explained the Osseo experience. <br /> <br />Motion: Member Kelsey moved, second by Member Marks to approve, by resolution <br />(attached), the contract for private development by and between the Housing & <br />Redevelopment Authority in and for the City of Roseville and the Greater Metropolitan <br />Housing Corporation for the construction and sale of five Applewood Pointe single family <br />homes and direct the Executive Director to finalize the agreement for signature by the <br />HRA Chair. <br /> <br /> <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br /> <br />Approval of amendment to the Roseville Housing Redesign Program for 2004 (RHRP) <br />b) <br /> <br />Cathy Bennett explained the modifications to the home design program and to rename the <br />program to the Roseville Housing Redesign Program (RHRP).
