GRASS LAKE WATER MANAGEMENT ORGANIZATION <br />AGENDA ITEM <br />Date:. 01/24/08 Prepared by: Mark Maloney Item: D-3 <br />Other Business <br />Item Description: Cost-Share Program with Ramsey Conservation District <br />.Last October, Ramsey Conservation District (RCD) staff presented these items to the GLWMO Board, <br />and the board subsequently directed that program rules and guidelines be developed so that the program <br />could be made available to the public .early in 2008. The 2008 GLWMO Budget includes $6,500 for <br />technical services from the Ramsey Conservationbistrict (RCD), as well as a $10,000 in anticipation of a <br />cost-share program that could be administered by RCD. <br />RCD currently administers the NATURE program; a copy. of the program brochure'is attached for <br />reference. More information is available at http'//www.co.ramsey.mn.us/cd/nature htm. The Grass Lake <br />WMO Program could be structured as an extension of the RCD program or as a stand-alone program that <br />uses joint technicaUadministrative resources. <br />One. approach that has been suggested could involve applications being submitted to and reviewed by <br />RCD staff. The RCD staff would then evaluate the applications and provide necessary technical <br />assistance to the applicant. The RCD staff would also assist in the project documentation and help the <br />applicant submit requests for reimbursement (up to 50% materials cost per NATURE program).. RCD <br />would then forward request to GLWMO for payment to the applicant. <br />Assuming the above approach, there would need to be agreement on at least the following: <br />Given the meeting cycle of GLWMO, the day-to-day responsibilities for administering the <br />program would need to be delegated (by agreement?) to RCD, <br />A communications needs to be rapidly developed so that the program can get going in 2008, <br />A presentation of the results/costs of the program: should be made annually to the GLWMO <br />Board so that funding levels can be anticipated in future budgets, <br />The Program, whether'stand-alone or as an extension of RCD, would likely need to be fine-tuned <br />after the first year's' experience. <br />There are likely other areas that need to be discussed before the Program can be formalized. The Board <br />should consider what criteria they would want to develop in the review of applications for cost sharing, <br />
