City of Roseville - Housing & Redevelopment Authority Meeting Minutes for September ...Page 2 of 4 <br />agenda items 6.a. as presented. <br /> <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried <br />  <br />Action Items <br />7. <br /> <br />a) Approval to issue an appraisal for the property located at 2012 Eldridge Street (HF0020) <br /> <br /> <br />Executive Director Cathy Bennett explained as per staff report dated March 16, 2004, the <br />requirements for eminent domain and need for a qualified appraisal to establish fair market <br />value. She explained the goals to improve the site and neighborhood. There have been <br />numerous deferred maintenance issues; the property code complaint issues were explained. <br />Cathy Bennett illustrated house pictures of the exterior condition of the house and yard. A <br />Housing Resource Center (HRC) interior inspection and results were explained including water <br />damage, mechanical systems and mold were described. HRC thought the site was too costly to <br />repair/renovate. In addition, the property has been declared as an “Unsafe Building” by the state <br />building code standards and the certificate of occupancy has been revoked. <br /> <br />City and HRA staff recommend that the HRA discuss pursuing eminent domain for the <br />acquisition and subsequent demolishing of property located at 2012 Eldridge for the following <br />reasons. <br /> <br />• Relieve the neighborhood of the nuisance and unsightly condition of the dilapidated home. <br /> <br />• Eliminate city staff, Council, HRA and attorney time and cost in providing ongoing code <br />compliance of the existing home. Staff estimates that if the property is not sold it will continue to <br />remain in violation of the city code and additional abatements will be required. <br /> <br />• Redevelopment of the property would increase the value of the property and neighborhood. <br />Previous successful single-family property replacements that the City has participated in have <br />generated between 150% - 350% increases in market value within 3-4 years. <br /> <br />Member Marks reported that the neighborhood is nice and well kept but that this house is an <br />eyesore. <br /> <br />Member Kelsey reported she noticed some other homes in the neighborhood with some <br />maintenance issues. She was concerned that lack of maintenance on one house could be <br />causing other homes to deteriorate. <br /> <br />Chair Majerus asked if this was the first step and the need for determining fair market value. This <br />step does not begin the condemnation process, but condemnation would be the next step if the <br />HRA chooses to move forward. <br /> <br />Member Bean asked if the HRA must pay for the attorney’s fees associated with this process <br />(yes). <br /> <br />Member Hermes expressed concern with eminent domain; has the City and HRA exhausted all <br />alternative steps (yes). <br /> <br />Member Kelsey noted that the Certificate of Occupancy has been revoked which is a serious <br />condition and no one can live in the house until significant improvements occur. <br /> <br />Bennett noted that the City has been dealing with these code issues since 1993 will no success <br />in resolving the issues.
