Building and street design <br />standards should be created. <br /> <br />Public hearings will be held by the Planning commission in July 2004. Member Marks asked if <br />Mr. Guptil has received watershed comments. (Yes, Mr. Guptil is preparing a site plan based on <br />Watershed recommendations and the Master Plan.) <br /> <br />Member Marks asked for detail on Phase II (2.4 – 2.5 in report). Bennett explained that the HRA <br />will continue to use existing programs for single family and multi-family housing funds. Any <br />additional investment by the HRA requires approval through an implementation plan. <br /> <br />Member Millasovich asked if the Armory must offer to the City the property, first, before <br />considering other options for sale (yes). The Armory has no plan to vacate at this time. The <br />HRA, neighborhood and Church may wish to partner in the future. <br /> <br />Member Millasovich asked what might be an “identity” for Rice Creek. Bennett explained <br />previous efforts to complete planning efforts on Rice Street. <br /> <br />Member Marks (page 17 of draft) likes the Park and Recreation thoughts regarding the Armory <br />and neighborhood. <br /> <br />Motion: Member Marks moved, seconded by Member Scheunemann, to accept the <br />McCarrons Neighborhood Master Plan, in accordance with the recommendation of the <br />HRA staff. <br /> <br /> <br />Ayes: 4 <br />Nays: 0 <br /> <br />Motion carried <br />  <br /> <br />Information, Reports & Other Business : <br />8.(Verbal Reports by Staff and Board Members) <br /> <br />a) Update on progress for final Multifamily Study report <br /> <br />Bennett explained progress of joint study by HRA and Planning Commission. Staff is now <br />completing reports, based on 15 Planning Districts. The challenge is now to complete a readable <br />report, to be completed in August which is being prepared with the assistance of former intern <br />Jill Mazullo. Dennis Welsch explained the magnitude of the data as the most comprehensive that <br />he has ever seen. He indicated that staff is using the data currently when reviewing rezoning <br />cases and this will be a very valuable tool for the City.  <br /> <br />b) Update on Twin Lakes Stakeholder Process (PF3552) <br /> <br />Dennis Welsch explained the progress on Twin Lakes plans, noting that more than six weeks of <br />site planning will take place from May through mid-July with reports to all Commissions and the <br />Council. <br /> <br />c) Update on Applewood Court homes and Groundbreaking Ceremony. <br /> <br />Bennett explained that the house plans have received building permit approval and should begin <br />construction in early June. In addition a new appraisal for the Applewood homes has been <br />ordered at the recommendation of Board member Ann Hermes to help identify the future value <br />of the homes once completed. Bennett noted that over 25 prequalification applications have <br />been sent out (deadline is June 14th). All materials are on the web page and the “Housing Link” <br />will be delivered to all residents next week as an insert into the City newsletter. Also both School <br />Districts have received the information to be forwarded to teachers. The selection of qualified <br />buyers will be done by lottery on July 9th. <br /> <br />Bennett also indicated that a ground breaking ceremony for the five homes will be held on June <br />1, at 4:00 p.m... A flyer was distributed.
